Angaben zum Inhalt: „Introduction: Belgium has noted a significant excess mortality during the first COVID-19 wave. Research in other countries has shown that people with migrant origin are disproportionally affected. Belgium has an ethnically diverse and increasingly ageing population and is therefore particularly apt to study differential mortality by migrant group during this first wave of COVID-19. Data and methods: We used nationwide individually-linked data from the Belgian National Register providing sociodemographic indicators and mortality; and the administrative census of 2011 providing indicators of socioeconomic position. Age-standardized all-cause mortality rates (ASMRs) were calculated during the first COVID-19 wave (weeks 11-20 in 2020) and compared with ASMRs during weeks 11-20 in 2019 to calculate excess mortality by migrant origin, age and gender. For both years, relative inequalities were calculated by migrant group using Poisson regression, with and without adjustment for sociodemographic and socioeconomic indicators. Results: Among the middle-aged, ASMRs revealed increased mortality in all origin groups, with significant excess mortality for Belgians and Sub-Saharan African men. At old age, excess mortality up to 60% was observed for all groups. In relative terms, most male elderly migrant groups showed higher mortality than natives, as opposed to 2019 and to women. Adding the control variables decreased this excess mortality. Discussion: This study underlined important inequalities in overall and excess mortality in specific migrant communities, especially in men. Tailor-made policy measures and communication strategies should be set-up taking into account the particular risks to which groups are exposed.“

Angaben zum Inhalt: „Citizens’ initiatives in times of crisis: An investigation into the factors that influence the durability of citizens’ initiatives In the Netherlands, citizens’ initiatives have received a lot of praise and are increasingly made responsible for providing public services. If they are to fulfil this role, they must be able to weather a crisis, as during a crisis public services should remain reliable. Literature on the durability of citizens’ initiatives suggests that large initiatives, with a close-knit core group and strong government support are the most durable. However, our research indicates that this was not the case during the COVID-19 crisis. Flexibility and freedom to function independently from the municipal government were found to be more decisive for durability. This suggests that despite public value of citizens’ initiatives, they cannot be expected to take much responsibility for durable public service provision.“

Angaben zum Inhalt: „This essay is a historical reflection on epidemiological statistics and the ways in which these represent health in a collective way. It compares the use of such statistics in the current COVID-19 epidemic with the use of numbers during the cholera outbreaks of the nineteenth century. Its main point is that health statistics have been (and still are) fundamental to the establishment of a notion of ‘public health’ and to the construction of epidemics as social events. At the same time, such statistics – located as they are at the intersection of science, media, and politics – struggle to take into account people’s often very different individual experiences of coping with disease. While today more varied health data is circulated to a wider audience, and at a far higher speed than in the past, the format of constructing an epidemic through statistics is still very much present, including some of the limitations inherent to this approach (e.g. generalizations about social groups).“

Angaben zum Inhalt: „Four phases of the Corona crisis are distinguished: a first acute phase, the gradual transition to a new normal, the economic downturn and the long run. The article describes what happened in the courts in the first and in the beginning of the second phase, and what is subsequently likely to happen. In the acute phase the court buildings shut down, and adjudication came largely to a halt. The courts were late in opening up, and as a result backlogs of, in particular, criminal cases increased. The courts extended their use of digital tools (e.g. tele-hearings) that, while allowing cases to proceed, did not fully protect the rights of parties. While so far the volume of commercial cases and bankruptcies has not increased, a (rapid) increase is inevitable. Contract breach will be wide spread, and will give rise to fundamental legal issues. For economic recovery it is essential that the courts give clear and consistent guidance in these matters quickly. This requires the courts to reduce the currently long duration of civil cases, and to use the available procedures to get expeditious decisions of the Supreme Court. The courts will also need to develop their ICT-instruments rapidly to guarantee the rights of parties. After a difficult first phase, the courts now face the challenge to effectively guide society through the Corona crisis and its aftermath, and thereby play its role in the trias politica.“

Abstract: „Most countries in the world chose a more or less stringent form of lockdown policy in order to protect citizens from contagion. This essay offers a critical perspective by asking for the Netherlands whether flattening the curve does not cost more healthy life years (qaly’s) than it saves. A cost-benefit analysis is performed discussing four issues. First: how many qaly’s are actually saved by the lockdown measures? Second: what are the opportunity costs of the lockdown? This means investigating how many qaly’s could have been generated if the economic cost of the lockdown had been spent directly into health care. Third: investigating how many qaly’s are lost because of postponing regular care. And fourth: discussing how many qaly’s are at stake because of excess unemployment. While acknowledging uncertainties the conclusion seems unavoidable: lockdown has and will cost more qaly’s than it generates.“

Abstract: „Dit artikel brengt de juridische grondslag voor de door de Curaçaose regering genomen maatregelen ter bestrijding van COVID-19 in kaart. Elk overheidsoptreden dient te berusten op kenbare en voldoende algemene wettelijke regels en grondrechten dienen door de overheid te worden geëerbiedigd. Ook onder grote druk en in tijden van nood waarin snel en adequaat handelen door de overheid is geboden, zal de rechtsstaat gerespecteerd moeten worden. De getroffen maatregelen begin 2020 in Curaçao verhouden zich echter niet altijd even goed tot de beginselen van de democratische rechtsstaat.“

Abstract: „In de periode tussen 12 maart en 1 december 2020 hadden de 25 veiligheidsregio’s een sleutelrol bij de bestrijding van het coronavirus. Zij volgden de bindende aanwijzingen van de Minister van VWS op en hadden daarnaast de bevoegdheid om eigen maatregelen voor hun regio te nemen. Dankzij het afstemmingsoverleg tussen de veiligheidsregio’s in het Veiligheidsberaad is in de corona-aanpak niettemin steeds een grote mate van uniformiteit zichtbaar geweest. In deze bijdrage komt aan de orde hoe beperkt de ruimte voor een gedifferentieerde corona-aanpak in de afgelopen maanden is geweest en waarom de betrokkenheid van de veiligheidsregio’s bij de coronabestrijding achteraf gezien als een gelukkige greep kan worden beschouwd.“

Angaben zum Inhalt: „The experiences of refugee youth with school closure due to COVID-19: A qualitative study on increasing educational inequality of young people from Syria in Rotterdam This paper focusses on the experiences of Syrian refugee youth in Rotterdam with the first school closure (spring 2020), due to COVID-19 policy measures. Based on repeated qualitative interviews with 19 boys and girls – before, during and after the school closure – we examine how Syrian refugee youth have experienced the school closure, and how this influence their educational position by using the four central tasks of education of Van de Werfhorst and Mijs (2010). Syrian refugee youth in our study emphasize that online education is more difficult to understand and stress they miss their friends at school. Moreover, their circumstances at home are not ideal for online learning, and therefore reaching the appropriate level of education becomes harder. This paper highlights the importance of the social aspect of education. Whereas going to school normally also stimulate friendships and their socialization in Dutch society, the school closure makes this more challenging. Especially for refugee youth school has extra relevance for reasons of e.g. mental health, resiliency, and socialization. Through our case studies, we argue that the school closure contributes to an accumulation of risks and inequalities. We conclude that the school closure will likely increase educational inequality for young people with a refugee background and makes their educational position more vulnerable.“

Abstract: „To control the COVID-19 outbreak Dutch government opted for a so-called intelligent lockdown. The virus as well as the lockdown caused significant personal and societal damage. It also created, however, a unique natural experiment. How did the forced stay in affect the crime levels? This article presents empirical data on crime trends during the lockdown. Initially, the general crime level decreased sharply. However, the general crime level quickly returned to pre-lockdown levels. Different types of crime displayed divergent trends, e.g. property crimes decreased sharply whereas online crime rates increased considerably. These trends fit rather well with an opportunity theoretical approach regarding crime.“

Angaben zum Inhalt: „The impact of the COVID-19 pandemic on subjective well-being of (international) higher education students in the Netherlands In this paper we investigate the impact of the COVID-19 pandemic on subjective well-being of higher education students in the Netherlands. More specifically, we compare international students and Dutch students, based on the Dutch data of the COVID-19 International Student Well-Being Study, a cross-sectional survey conducted between May-July 2020 among higher education students across the Netherlands (N = 10.491). Based on the sociological literature on the relationship between social capital and subjective well-being, we investigate in particular whether changes in social contact during the first lockdown can explain differences in subjective well-being between international and Dutch students. Our results suggest that although international students report lower levels of subjective well-being compared to Dutch students, these differences cannot be directly explained by (changes) in social contact during the lockdown.“
