Angaben zum Inhalt: „Eind februari 2020 vierde de Universiteitsbibliotheek (UB) Groningen haar 405-jarig bestaan met een open dag, lezingen, rondleidingen, theatervoorstellingen en muzikale optredens en voor de UB medewerkers een interactieve lustrumlunch. De bruisende UB Binnenstad met dagelijks duizenden studenten in het gebouw werd een festivalterrein en was eens te meer de ‘place to be’ van de Rijksuniversiteit Groningen (RUG). Hoe onwerkelijk was het dan ook om drie weken later door het lege en stille gebouw te lopen. Onze slogan ’The UB - Where the Shhh happens’ kreeg ineens een heel andere betekenis. De deuren van de UB gingen tijdens de ‘intelligente lockdown’ niet op slot en achter de schermen was het allesbehalve stil: de UB stond ook tijdens de coronacrisis in dienst van de studenten en medewerkers van de RUG. Ook toen het kabinet op 3 november bekend maakte dat bovenop de gedeeltelijke lockdown enkele extra maatregelen ingesteld werden, bleef de UB open. Terwijl alle bibliotheken, musea en theaters hun deuren moesten sluiten. Deze kroniek beschrijft de aanpassingen in onze dienstverlening in de periode maart tot oktober 2020. Onze ervaringen en overwegingen en de voorbereidingen om de studiezalen weer te openen met bijna wekelijks veranderende maatregelen. De auteurs Bert Platzer en Marjan Brouwers hebben tientallen medewerkers - uit naam van het hele UB-personeel - geïnterviewd over hoe zij de afgelopen maanden hebben ervaren. Het resultaat is Het nieuwe normaal. Kroniek van de Universiteitsbibliotheek Groningen in coronatijd. Als directeur vind ik het heel bijzonder hoe de UB medewerkers inspeelden op dit nieuwe normaal. Dankzij hun toewijding, flexibiliteit en inventiviteit was het mogelijk om de dienstverlening van de UB op peil te houden - tot groot genoegen van onze gebruikers. Ik spreek mijn dank, respect en bewondering uit voor alle UB-medewerkers. Aan hen draag ik dit boek op, over een periode die nu ook hoort bij de ruim 400-jarige geschiedenis van de UB.“

Abstract: „Wereldwijd bestaan er zorgen dat de COVID-19-maatregelen hebben geleid tot een toename van huiselijk geweld. In deze studie kijken we naar de huiselijk geweldadviezen die door alle 26 Veilig Thuis-regio’s in Nederland zijn geregistreerd. Om te onderzoeken of er verschillen zijn in de geregistreerde omvang, vermoedelijke aard en type adviesvrager van huiselijk geweldadviezen voor, tijdens en na de invoering van de COVID-19-maatregelen vergelijken we data van 2019 met 2020 en 2021. De bevindingen laten een algehele toename van adviesvragen in 2020 en 2021 zien, die niet eenduidig kan worden toegeschreven aan de COVID-19-maatregelen. There have been worldwide concerns that the COVID-19 restrictions have led to an increase in domestic violence. In this study the authors examine the domestic violence advices that have been registered by all 26 Veilig Thuis (Safe Home) regions in the Netherlands. To study potential differences in prevalence, suspected nature and the type of person that seeks advice on domestic violence prior and during the COVID-19 pandemic, the authors compare data from 2019 with 2020 and 2021. The findings show a general increase in advices in 2020 and 2021, that cannot be unambiguously attributed to the COVID-19 restrictions.“

Angaben zum Inhalt: „Social capital as protection against the mental impact of COVID-19 The corona pandemic has a huge impact on the mental wellbeing of the Dutch population. This article, based on a large-scale internet survey (N = 22,696) on the social impact of COVID-19, firstly examines which social groups are most susceptible to the mental health impact of the virus. Secondly, we examine whether social capital provides protection against this impact. We find that the mental health impact of COVID-19 is considerable and that it increased over the course of 2020. Women, young people, respondents with low incomes and/or poor health experience relatively more fear and stress due to the virus. We do not find a difference between respondents with or without a migration background. Social capital (received support, trust in people and in institutions) has the expected effect: the more support and trust, the less fear and stress. There is a mediation effect. Older people, respondents with high incomes and/or good health experience less fear and stress, partly because they have more social capital. This is different for females. They would experience even more fear and stress, compared to men, were it not for the fact that they have more social capital. Hence we conclude that social capital indeed provides some protection against the negative mental health effects of COVID-19.“

Angaben zum Inhalt: „Citizens’ initiatives in times of crisis: An investigation into the factors that influence the durability of citizens’ initiatives In the Netherlands, citizens’ initiatives have received a lot of praise and are increasingly made responsible for providing public services. If they are to fulfil this role, they must be able to weather a crisis, as during a crisis public services should remain reliable. Literature on the durability of citizens’ initiatives suggests that large initiatives, with a close-knit core group and strong government support are the most durable. However, our research indicates that this was not the case during the COVID-19 crisis. Flexibility and freedom to function independently from the municipal government were found to be more decisive for durability. This suggests that despite public value of citizens’ initiatives, they cannot be expected to take much responsibility for durable public service provision.“

Angaben zum Inhalt: „The policing of measures to control the spread of the SARS-CoV-2 virus is a core aspect of the current corona crisis. This article concentrates on differences in policing the corona crisis in France and the Netherlands. There are huge differences in policing the corona crisis between the two jurisdictions: France with a very strict, repressive approach, and the Netherlands with a more pragmatic, communicative and responsibilizing style. These differences can be understood by looking at the underlying frames about the relationship between state and citizens. The differences in frames about the relationship between police and citizens are more or less similar between the two countries. In France, the dominant frame is of policing as a matter of ‘force’ and ‘war’; the Dutch policing style is framed in terms of responsibilization, communication and persuasion. Despite these important differences, there are also similarities. In both countries there have been fundamental criticisms of the legal basis of the corona measures and of the way that these have been policed. The issues of protest and criticism are often related to the specific dominating frames, in a paradoxical way. The Dutch approach, with its emphasis on proximity, communication and shared responsibilities, may be more effective in realizing compliance with the anti-corona rules than the French one, with its distrust of citizens, use of sanctions and war-like rhetoric. The question is raised of whether the Dutch approach will also be successful if awareness of the dangers of the virus and of the importance of self-control declines.“

Angaben zum Inhalt: „Plattform zur Sammlung von Fotos, Videos und Geschichten zur COVID-19 Krise in Luxemburg. Covid19 gehört ganz sicher zu den Ereignissen, deren historische Dimension uns allen sofort bewusst ist. Vergleiche mit der Spanischen Grippe am Ende des Ersten Weltkriegs und die sehr westeuropäische Einordnung als schlimmste Krise seit dem Zweiten Weltkrieg sind vielfach zu hören. Covid19 hat auch Luxemburg fest im Griff. Der seit dem 18. März geltende Notstand führt zu nie dagewesenen Eingriffen und Einschränkungen in unserem Privat- und Berufsleben. Das Centre for Contemporary and Digital History (C2DH) der Universität Luxemburg möchte mit der Online-Plattform #covidmemory den Menschen, die in Luxemburg leben oder arbeiten, die Gelegenheit bieten, ihre persönlichen Erfahrungen miteinander zu teilen und für spätere Generationen zu archivieren. Jeder kann auf der offenen und freien Plattform ihre und seine Fotos, Videos oder Geschichten einstellen. Wir möchten dokumentieren und zeigen, wie Covid19 unser Leben verändert hat. Wie gestalten wir unser Familienleben mit und ohne Social Distancing? Wie verändert Homeoffice unser Arbeitsleben? Wie gehen die Betroffenen und ihr Umfeld mit der Krankheit um? Wie gestaltet sich Schule als digitaler Unterricht? Welche Vorstellungen haben wir von Pandemien und Seuchen? Wie informieren wir uns? Dies sind nur einige der Fragen, zu denen wir persönliche Erfahrungen aller, die in Luxemburg leben, aber auch der Grenzgänger, sammeln möchten. Von Interesse sind alle Arten von Texten, wie Aushänge, Warnhinweise und Verordnungen, E-Mails und Artikel in Zeitungen und Zeitschriften, Einkaufszettel und Einsatzberichte, zudem Fotos, Zeichnungen, Bilder, Sprachnachrichten, Lieder und Videos, Chats und Social Media Posts. Wir laden alle ein, ihre Dokumente auf die Plattform hochzuladen, damit sie Teil einer Sammlung werden, die die Covid19-Krise in Luxemburg in all ihren Facetten widerspiegelt.“

Angaben zum Inhalt: „Eind 2019 ontstond in Wuhan de uitbraak van het COVID-19 virus, wat enkele maanden later voor een wereldwijde pandemie heeft gezorgd. Om de uitbraak van dit virus in te dijken en te bestrijden, hebben België en heel wat andere landen ingrijpende maatregelen moeten doorvoeren die het sociale en economische leven aan banden hebben gelegd. COVID-19 infecteert dus niet alleen de gezondheid, maar ook het sociaal-economische weefsel en heeft zo, al dan niet tijdelijk, een zware impact op de arbeidsmarkt. Het is momenteel nog te vroeg om te kunnen inschatten hoe lang de COVID-19 crisis en bijhorende maatregelen zullen duren, maar de dreiging van een recessie is duidelijk aanwezig. Het maakt het waarschijnlijk dat de Vlaamse arbeidsmarkt na een lange periode van toenemende krapte terug meer ontspannen wordt, door een toenemend aantal werklozen en een dalende vraag naar arbeid. Dit kan ervoor zorgen dat degenen die zich voor de COVID-19-crisis buiten de arbeidsmarkt bevonden, of die niet optimaal werden ingezet, het nog moeilijker zullen hebben om de weg naar volwaardig werk te vinden. Deze groepen verdienen ook de komende tijd onze aandacht. Bovendien wordt de Vlaamse arbeidsmarkt gekenmerkt door een hoge toekomstige uitstroom van 55-plussers en een dalende bevolking op arbeidsleeftijd. Jongeren zijn de voorbije jaren ook steeds later de arbeidsmarkt ingetreden. In het geval dat de Vlaamse arbeidsmarkt zich binnen afzienbare tijd weet te herstellen van de COVID-19 crisis, maken deze trends een creatieve blik op het inzetten van de bevolking op arbeidsleeftijd opnieuw urgent. In dit artikel ontleden we de niet-traditionele groepen van arbeidspotentieel bij de werkenden en niet-beroepsactieven naar gewest en zoomen we in op de mogelijke werkzaamheidsgroei die zou gerealiseerd kunnen worden indien de groepen die het dichtst bij de arbeidsmarkt staan aan het werk zouden gaan.“

Angaben zum Inhalt: „Effect of the COVID-19 pandemic on happiness in The Netherlands In the media we read mainly about negative effects of the COVID-19 pandemic on our subjective wellbeing, such as increased depression, anxiety and loneliness. There is less attention for possible positive effects and for this reason it is worth examining how the life-satisfaction of the Dutch population has developed during the pandemic. In the short run, this will help policy makers to balance loss of happiness against loss of lives and in the long run it will help to examine which policies have resulted in the lowest loss of happy life years. In this article, we describe observed effects on happiness in the Netherlands during the pandemic (until spring 2021) using three empirical approaches: 1) trend in subsequent survey studies, 2) analysis of a panel study, and 3) analysis of a dairy study in which mood during daily activities was measured. Average life-satisfaction declined by about 4% of which 3% between summer 2020 and spring 2021. Whereas in the early days of the pandemic, the Dutch population only reported a minor loss of happiness, the decline has become substantial at the end of the road.“

Angaben zum Inhalt: „Changes in informal care provision during the first COVID-19 lockdown in 2020 in the Netherlands. This study investigates to what extent the intensity of informal care provision has changed during the first lockdown due to the COVID-19 pandemic in the spring of 2020 in the Netherlands, whether these changes differed by the living situation of the care recipient, and whether these changes were associated with changes in indicators for ‘being able to’, ‘have to’ and ‘want to’ provide care (determinants of the Informal Care Model). We collected data in July 2020 among informal caregivers aged 78 and younger who indicated to provide care in March 2020 in the LISS-panel (N = 1,270 care situation of 1,014 caregivers). We found that, on average, informal care provision was reduced during the lockdown; caregivers of care recipients living in care institutions were the most likely to reduce or stop caregiving, and caregivers who helped someone in their own household were most likely to have increased their intensity. Feeling less restricted by the corona measures reduced the likelihood to stop or lower care provision and increased the likelihood of increasing care; being confronted with a reduction of formal care for the care recipient was related to a higher likelihood of increasing care; and stronger concerns about the care recipient increased the likelihood of intensifying care and prevented from stopping or reducing care. We conclude that the COVID-19 measures significantly impacted the amount of informal care provision and that the Informal Care Model provides a useful basis for explaining changes in informal care intensity.“

Angaben zum Inhalt: „Op 14 maart 2020 ging België in lockdown om de corona-pandemie te bestrijden. Van dag op dag veranderde het dagelijks leven: iedereen moest in zijn kot blijven, bedrijven en organisaties sloten hun deuren, het sociaal leven viel stil, enkel essentiële diensten mochten nog geleverd worden. [...] De Brusselse sectoren welzijn en zorg toonden in deze crisis een grote flexibiliteit, betrokkenheid, en een dynamisch management. Er werden tientallen noodhulpinitiatieven genomen; burgers, middenveld en overheid werkten vlot samen; elke dag ontston-den er nieuwe projecten en nieuwe samenwerkingen. Duizenden Brusselaars in nood werden bijgestaan. Veel van wat er op het terrein gebeurde, haalde nauwelijks de media. Het beleid werd aangestuurd door wetenschappers en statistieken, sociale cohesie was geen issue. Doelgroepen die vaak onzichtbaar zijn in de samenleving, kregen nauwelijks aandacht tijdens de corona-maatregelen. Daarom laten we in dit cahier 25 organisaties aan het woord over de noodhulp en zorgverlening tijdens de corona-lock-down. Zo krijgen ook de meest kwetsbaren in onze samenleving een stem. Dit cahier is een tijdsdocument, een getuigenis uit het voorjaar van 2020.“
