Abstract: „Dit artikel brengt de juridische grondslag voor de door de Curaçaose regering genomen maatregelen ter bestrijding van COVID-19 in kaart. Elk overheidsoptreden dient te berusten op kenbare en voldoende algemene wettelijke regels en grondrechten dienen door de overheid te worden geëerbiedigd. Ook onder grote druk en in tijden van nood waarin snel en adequaat handelen door de overheid is geboden, zal de rechtsstaat gerespecteerd moeten worden. De getroffen maatregelen begin 2020 in Curaçao verhouden zich echter niet altijd even goed tot de beginselen van de democratische rechtsstaat.“

Angaben zum Inhalt: „This essay is a historical reflection on epidemiological statistics and the ways in which these represent health in a collective way. It compares the use of such statistics in the current COVID-19 epidemic with the use of numbers during the cholera outbreaks of the nineteenth century. Its main point is that health statistics have been (and still are) fundamental to the establishment of a notion of ‘public health’ and to the construction of epidemics as social events. At the same time, such statistics – located as they are at the intersection of science, media, and politics – struggle to take into account people’s often very different individual experiences of coping with disease. While today more varied health data is circulated to a wider audience, and at a far higher speed than in the past, the format of constructing an epidemic through statistics is still very much present, including some of the limitations inherent to this approach (e.g. generalizations about social groups).“

Angaben zum Inhalt: „Eind 2019 ontstond in Wuhan de uitbraak van het COVID-19 virus, wat enkele maanden later voor een wereldwijde pandemie heeft gezorgd. Om de uitbraak van dit virus in te dijken en te bestrijden, hebben België en heel wat andere landen ingrijpende maatregelen moeten doorvoeren die het sociale en economische leven aan banden hebben gelegd. COVID-19 infecteert dus niet alleen de gezondheid, maar ook het sociaal-economische weefsel en heeft zo, al dan niet tijdelijk, een zware impact op de arbeidsmarkt. Het is momenteel nog te vroeg om te kunnen inschatten hoe lang de COVID-19 crisis en bijhorende maatregelen zullen duren, maar de dreiging van een recessie is duidelijk aanwezig. Het maakt het waarschijnlijk dat de Vlaamse arbeidsmarkt na een lange periode van toenemende krapte terug meer ontspannen wordt, door een toenemend aantal werklozen en een dalende vraag naar arbeid. Dit kan ervoor zorgen dat degenen die zich voor de COVID-19-crisis buiten de arbeidsmarkt bevonden, of die niet optimaal werden ingezet, het nog moeilijker zullen hebben om de weg naar volwaardig werk te vinden. Deze groepen verdienen ook de komende tijd onze aandacht. Bovendien wordt de Vlaamse arbeidsmarkt gekenmerkt door een hoge toekomstige uitstroom van 55-plussers en een dalende bevolking op arbeidsleeftijd. Jongeren zijn de voorbije jaren ook steeds later de arbeidsmarkt ingetreden. In het geval dat de Vlaamse arbeidsmarkt zich binnen afzienbare tijd weet te herstellen van de COVID-19 crisis, maken deze trends een creatieve blik op het inzetten van de bevolking op arbeidsleeftijd opnieuw urgent. In dit artikel ontleden we de niet-traditionele groepen van arbeidspotentieel bij de werkenden en niet-beroepsactieven naar gewest en zoomen we in op de mogelijke werkzaamheidsgroei die zou gerealiseerd kunnen worden indien de groepen die het dichtst bij de arbeidsmarkt staan aan het werk zouden gaan.“

Angaben zum Inhalt: „The global health crisis due to the pandemic of the SARS‐CoV‐2 is associated with processes of urbanisation and globalisation. Globally well‐connected areas with high population densities are hence expected to be disproportionately affected by COVID‐19. This paper investigates the role of population density within the Netherlands, comparing hospitalisation and mortality related to COVID‐19 across municipalities. The paper finds that infections, hospitalisation and mortality related to COVID‐19 are not clearly correlated with the population density or urbanity of the municipality, also when controlling for age and public health factors. The paper concludes that while the public debate stresses the elevated risk of infections in cities, due to transgressive behaviour, the evidence in this paper suggests that the geography of the epidemic in the Netherlands is more complex. It speculates that the variation in urbanisation in most of the country might just be too small to expect significant differences.“

Angaben zum Inhalt: „This paper looks at the particular geographies associated with the COVID‐19 outbreak through the lens of cities that are products of relational urbanisation. This includes small but highly globalised cities, such as financial centres or hot spots of politics and diplomacy, which are usually situated between different political, economic or cultural systems and their boundaries. These cities experienced strong growth due to internationalisation and a dedicated politics of extraversion. Our argument is that such places are unusually affected by the current lock‐down, illustrated by two empirical cases, the cities of Dublin, Ireland, and Luxembourg City, Luxembourg. Both have experienced striking growth rates recently, but now suffer from disruption. Their development trajectories remain unclear, since a return to the 'old normal' seems unlikely, and the emergent 'new normal' calls for adaptation towards more state involvement in areas hitherto governed by the market. The paper addresses possible alternative geographies for both cases.“

Abstract: „To mitigate the spread of the COVID-19 virus, the Dutch government has implemented several rules and regulations during the pandemic. Compliance with these rules and regulations is crucial for its effectiveness. In the current article, the authors give an overview of research findings from three different studies looking at compliance with the COVID-19 mitigating measures in the Netherlands. In these studies, both manual and computer-based video-analysis is used to give insight in the behavior of people on the streets of Amsterdam. Study 1 monitors compliance with the social distancing directive and stay-at-home advice, showing that people keep less distance when it is crowded on the street. Study 2 focusses on compliance with mandatory mask-wearing and shows that mask-wearing increases with the implementation of the mandatory mask areas, but crowding does not decrease. Finally, Study 3 looks at compliance of citizens during the curfew and shows that streets became far less crowded after 9 p.m. during curfew nights.“

Abstract: „During the COVID-19 crisis a risk of ‘code black’ emerged in the Netherlands. Doctors mentioned that in case of code black, very senior citizens might not receive intensive care treatment for COVID-19 due to shortages. Sociologist Ulrich Beck argued that palpable risks lead to the creation of new networks of solidarity. In this article this assumption is investigated by analyzing the different storylines prevalent in the public discussion about ‘code black’. Initially, storylines showing sympathy with the plight of the elderly came to the fore. However, storylines brought forward by medical organizations eventually dominated, giving them the opportunity to determine health care policy to a large extent. Their sway over policymaking led to a distribution scheme of vaccines that was favourable for medical personnel, but unfavourable for the elderly. The discursive process on code black taken as a whole displayed a struggle over favourable risk positions, instead of the formation of risk solidarity.“

Abstract: „In de periode tussen 12 maart en 1 december 2020 hadden de 25 veiligheidsregio’s een sleutelrol bij de bestrijding van het coronavirus. Zij volgden de bindende aanwijzingen van de Minister van VWS op en hadden daarnaast de bevoegdheid om eigen maatregelen voor hun regio te nemen. Dankzij het afstemmingsoverleg tussen de veiligheidsregio’s in het Veiligheidsberaad is in de corona-aanpak niettemin steeds een grote mate van uniformiteit zichtbaar geweest. In deze bijdrage komt aan de orde hoe beperkt de ruimte voor een gedifferentieerde corona-aanpak in de afgelopen maanden is geweest en waarom de betrokkenheid van de veiligheidsregio’s bij de coronabestrijding achteraf gezien als een gelukkige greep kan worden beschouwd.“

Angaben zum Inhalt: „This study explores whether the corona crisis had an impact on the perception of job insecurity, operationalised as occupational insecurity. At the same time, we examine the association between occupational insecurity and two societal attitudes: political powerlessness and beliefs in a corona conspiracy. Finally, the literature on conspiracies suggests that the association between occupational insecurity and beliefs in a conspiracy are an attempt to give meaning to a crisis situation, like the corona pandemic. This hypothesis is tested by analysing whether political powerlessness mediates the association between occupational insecurity and the belief in a corona conspiracy. Data were gathered in December 2020 via an online survey among 1324 respondents in Flanders (Belgium). All hypotheses were corroborated by the analyses. The results suggest that the corona crisis did not only affect our health and health care system, but also might have ‘infected’ work related and societal and political attitudes.“

Abstract: „Studies on media coverage of women politicians have underlined how the media contribute to the association of the figure of the political leader with masculinity. Yet, the social construction of leadership seems to evolve towards a more 'femininity-inclusive' definition. Research on the 'glass cliff' phenomenon suggests that stereotypical feminine attributes might be expected from political leaders in a time of crisis. We investigated the gendered construction of political leadership in the press in a COVID-19 context through the case of former Belgian Prime minister Sophie Wilmès. In line with the 'think crisis-think female' association, our discourse analysis shows an appreciation of traditionally feminine traits, and particularly care-related qualities, in the evaluation of what a 'good' leader should be in pandemic times, although some characteristics traditionally associated with masculinity are still considered valuable assets in the journalistic portrayal of Wilmès' leadership.“
