Abstract: „In de periode tussen 12 maart en 1 december 2020 hadden de 25 veiligheidsregio’s een sleutelrol bij de bestrijding van het coronavirus. Zij volgden de bindende aanwijzingen van de Minister van VWS op en hadden daarnaast de bevoegdheid om eigen maatregelen voor hun regio te nemen. Dankzij het afstemmingsoverleg tussen de veiligheidsregio’s in het Veiligheidsberaad is in de corona-aanpak niettemin steeds een grote mate van uniformiteit zichtbaar geweest. In deze bijdrage komt aan de orde hoe beperkt de ruimte voor een gedifferentieerde corona-aanpak in de afgelopen maanden is geweest en waarom de betrokkenheid van de veiligheidsregio’s bij de coronabestrijding achteraf gezien als een gelukkige greep kan worden beschouwd.“

Angaben zum Inhalt: „Four phases of the Corona crisis are distinguished: a first acute phase, the gradual transition to a new normal, the economic downturn and the long run. The article describes what happened in the courts in the first and in the beginning of the second phase, and what is subsequently likely to happen. In the acute phase the court buildings shut down, and adjudication came largely to a halt. The courts were late in opening up, and as a result backlogs of, in particular, criminal cases increased. The courts extended their use of digital tools (e.g. tele-hearings) that, while allowing cases to proceed, did not fully protect the rights of parties. While so far the volume of commercial cases and bankruptcies has not increased, a (rapid) increase is inevitable. Contract breach will be wide spread, and will give rise to fundamental legal issues. For economic recovery it is essential that the courts give clear and consistent guidance in these matters quickly. This requires the courts to reduce the currently long duration of civil cases, and to use the available procedures to get expeditious decisions of the Supreme Court. The courts will also need to develop their ICT-instruments rapidly to guarantee the rights of parties. After a difficult first phase, the courts now face the challenge to effectively guide society through the Corona crisis and its aftermath, and thereby play its role in the trias politica.“

Abstract: „In this article, the author reflects on the impact of COVID-19 on policing, the relations among police officers and the interactions between police and citizens based on systematic social observations in small to semi-sized local police forces during the pandemic. The article discusses the nature of police work during the crisis and new types of interventions that police officers are confronted with (e.g. curfew controls). Additionally, the impact of the pandemic on the internal and external relations is discussed. Internally, the COVID-19 measures may have an impact on police officers’ possibilities for personal, social interactions among colleagues, which may potentially challenge the solidarity within the police force. Externally, tensions may arise in relations with citizens, partly because of unclear regulations or variable interpretations of those regulations. Those unclear regulations, but also uncertainties concerning one’s own competences and questions regarding the police’s role in enforcing the pandemic regulations, put pressure on the police’s (self-)legitimacy.“

Abstract: „In this contribution, the authors examine the spatiotemporal distribution of residential burglaries in a Belgian police zone based on monthly residential burglaries before and during the COVID-19 crisis and assess the performance of a predictive crime model during this period. In general, compared to 2019, there were fewer home burglaries in 2020 during the COVID-19 crisis. Except for a few changes, the spatial distribution of residential burglaries in 2020 is largely similar to that of residential burglaries in 2019. The authors observe that the predictive crime model performs significantly worse at the start of the pandemic and when severe measures are taken, but that the model’s performance then rises again after a few months as the algorithm becomes more proficient in adjusting itself to big societal changes.“

Abstract: „Het ‘grootste criminologische experiment in de geschiedenis’, zo noemden twee Amerikaanse criminologen de pandemie (Stickle & Felson 2020). En terecht. De sociale onthouding die overheden in vele landen hebben opgelegd als reactie op de coronapandemie, brengt interessante vragen en onderzoeksmogelijkheden met zich mee. Eén van die vragen is hoe criminaliteit zich ontwikkelt in tijden van gedwongen thuisblijven en afgenomen sociaal verkeer. Die vraag staat in dit artikel centraal. We gebruiken in onze analyses politiegegevens afkomstig uit de Corona Crime Change Monitor over twaalf ‘coronamaanden’ (medio maart 2020-medio maart 2021) en vergelijken de ontwikkeling van de criminaliteit in die periode met de ontwikkeling in dezelfde periode een jaar eerder. The social abstinence imposed by governments in many countries in response to the corona pandemic raises interesting questions and research opportunities. One of those questions is how crime develops in times of forced stay at home and reduced social interaction. That question is the focus of this article. In their analysis, the authors use police data from the Corona Crime Change Monitor for twelve ‘corona months’ (mid-March 2020-mid-March 2021) and compare the development of crime in that period with the development in the same period a year earlier.“

Abstract: „To control the COVID-19 outbreak Dutch government opted for a so-called intelligent lockdown. The virus as well as the lockdown caused significant personal and societal damage. It also created, however, a unique natural experiment. How did the forced stay in affect the crime levels? This article presents empirical data on crime trends during the lockdown. Initially, the general crime level decreased sharply. However, the general crime level quickly returned to pre-lockdown levels. Different types of crime displayed divergent trends, e.g. property crimes decreased sharply whereas online crime rates increased considerably. These trends fit rather well with an opportunity theoretical approach regarding crime.“

Abstract: „Wereldwijd bestaan er zorgen dat de COVID-19-maatregelen hebben geleid tot een toename van huiselijk geweld. In deze studie kijken we naar de huiselijk geweldadviezen die door alle 26 Veilig Thuis-regio’s in Nederland zijn geregistreerd. Om te onderzoeken of er verschillen zijn in de geregistreerde omvang, vermoedelijke aard en type adviesvrager van huiselijk geweldadviezen voor, tijdens en na de invoering van de COVID-19-maatregelen vergelijken we data van 2019 met 2020 en 2021. De bevindingen laten een algehele toename van adviesvragen in 2020 en 2021 zien, die niet eenduidig kan worden toegeschreven aan de COVID-19-maatregelen. There have been worldwide concerns that the COVID-19 restrictions have led to an increase in domestic violence. In this study the authors examine the domestic violence advices that have been registered by all 26 Veilig Thuis (Safe Home) regions in the Netherlands. To study potential differences in prevalence, suspected nature and the type of person that seeks advice on domestic violence prior and during the COVID-19 pandemic, the authors compare data from 2019 with 2020 and 2021. The findings show a general increase in advices in 2020 and 2021, that cannot be unambiguously attributed to the COVID-19 restrictions.“

Abstract: „In the second half of the last century, the position of detainees in the Netherlands improved considerably. As far as is possible in the case of persons deprived of their freedom, there has been a certain emancipation of detainees. A well-functioning right of complaint and appeal has been created, for example, that offers detainees the possibility to have decisions of the government, in particular those of the director of the institution and the selection official, that are unfavourable to them, reviewed by an independent judicial authority. Their living conditions have also improved during this period. However, in recent years there has also been a tendency for the government to make ever greater demands on the behaviour of detainees, in return for fewer opportunities for activities and freedoms aimed at resocialisation. Since last year, the corona pandemic and the way in which it is dealt with in prisons have put further pressure on the already vulnerable position of detainees. Since March 2020, prisoners have had their opportunities for phasing in and resocialising further reduced by the virtual prohibition of leave. Furthermore, the visiting possibilities and the activity programmes within the penitentiary institutions have been minimal for over a year.“

Abstract: „Dit artikel brengt de juridische grondslag voor de door de Curaçaose regering genomen maatregelen ter bestrijding van COVID-19 in kaart. Elk overheidsoptreden dient te berusten op kenbare en voldoende algemene wettelijke regels en grondrechten dienen door de overheid te worden geëerbiedigd. Ook onder grote druk en in tijden van nood waarin snel en adequaat handelen door de overheid is geboden, zal de rechtsstaat gerespecteerd moeten worden. De getroffen maatregelen begin 2020 in Curaçao verhouden zich echter niet altijd even goed tot de beginselen van de democratische rechtsstaat.“

Abstract: „Dit artikel onderzoekt het Nederlandse politieke en media discours als reactie op de eerste golf van de wereldwijde covid-19-pandemie. Hierbij staat de vraag centraal in hoeverre de ontwikkeling en toon van dit discours de logica volgt van wat in de literatuur ook wel aangeduid wordt als ‘regeren door middel van migratiecontrole’. Volgens deze logica wordt migratie naar voren gebracht als een oorzaak van verschillende problematische, complexe, maatschappelijke ontwikkelingen, zelfs als er geen bewijs is om een dergelijk causaal verband te suggereren. Vanwege de veronderstelde relatie tussen migratie en het maatschappelijk probleem – in dit geval de covid-19 pandemie – wordt er een hardere toon in het discours rond migratie aangenomen, en kan dit zich zelf vertalen naar het nemen concrete maatregelen om de mobiliteit van mensen (verder) te beteugelen. Het artikel stelt vast dat, in deze eerste golf van de pandemie, deze specifieke dynamiek niet duidelijk aanwezig is in het Nederlandse politieke discours, noch in het mediadiscours.“
