Abstract: „Studies on media coverage of women politicians have underlined how the media contribute to the association of the figure of the political leader with masculinity. Yet, the social construction of leadership seems to evolve towards a more 'femininity-inclusive' definition. Research on the 'glass cliff' phenomenon suggests that stereotypical feminine attributes might be expected from political leaders in a time of crisis. We investigated the gendered construction of political leadership in the press in a COVID-19 context through the case of former Belgian Prime minister Sophie Wilmès. In line with the 'think crisis-think female' association, our discourse analysis shows an appreciation of traditionally feminine traits, and particularly care-related qualities, in the evaluation of what a 'good' leader should be in pandemic times, although some characteristics traditionally associated with masculinity are still considered valuable assets in the journalistic portrayal of Wilmès' leadership.“

Abstract: „In this article, the author reflects on the impact of COVID-19 on policing, the relations among police officers and the interactions between police and citizens based on systematic social observations in small to semi-sized local police forces during the pandemic. The article discusses the nature of police work during the crisis and new types of interventions that police officers are confronted with (e.g. curfew controls). Additionally, the impact of the pandemic on the internal and external relations is discussed. Internally, the COVID-19 measures may have an impact on police officers’ possibilities for personal, social interactions among colleagues, which may potentially challenge the solidarity within the police force. Externally, tensions may arise in relations with citizens, partly because of unclear regulations or variable interpretations of those regulations. Those unclear regulations, but also uncertainties concerning one’s own competences and questions regarding the police’s role in enforcing the pandemic regulations, put pressure on the police’s (self-)legitimacy.“

Abstract: „In June 2020, the Flemish populist radical right party Vlaams Belang (VB) published the Corona Blunder Book (CBB; Coronablunderboek in Dutch), detailing the government's mistakes in handling the COVID-19 crisis. Populist parties can 'perform' crisis by emphasising the mistakes made by opponents (Moffitt, 2015) and may use a specifically populist discursive style, consisting largely of aggressive and sarcastic language (Brubaker, 2017). This paper takes the CBB as a case study in the populist performance of crisis and the populist style, finding that the book is, first, a clear example of populist 'everyman' stylistics and the performance of crisis, and, second, that VB uses the book to shift the COVID-19 crisis from a public health crisis to a crisis of governance, seeking to blame Belgium's federal structure for the government's alleged mismanagement of the COVID-19 pandemic and hence arguing for Flemish independence, one of the party's main agenda points.“

Abstract: „COVID-19 has hit many countries all over the world, and its impact on (party) politics has been undeniable. This crisis situation functions as an opportunity structure incentivising opposition forces to support the government. Not much is known about what drives opposition parties to (not) support the government in crisis situations. This article integrates the literature on rally-around-the-flag, political opportunity structures, party types and party goals. More specifically, we focus on the behaviour of opposition parties towards the government's crisis response to the COVID-19 pandemic. We analyse whether and how the party type influences the position of the party vis-à-vis the governmental coalition, focusing on the case of Belgium. We categorise the seven opposition parties in Belgium as challenger or mainstream parties and explain their behaviour on the basis of policy-, office- or vote-seeking motives. Our analysis is based on party voting behaviour, elite interviews and an analysis of the main plenary debates.“

Angaben zum Inhalt: „Aan het hoofd van elke gemeente staat de burgemeester. Zij of hij is het politieke gezicht van de gemeente, in goede en kwade dagen. En die kwade dagen waren er de voorbije tijd volop. Immers, de coronacrisis stelde hen (en de lokale besturen in het algemeen) zwaar op de proef. De auteurs van dit boek onderzoeken hoe de Vlaamse burgemeesters de coronaperiode hebben ervaren. Ongeveer een jaar na het begin van de coronacrisis in maart 2020 sloegen Radio 2 en het Centrum voor Lokale Politiek van de Universiteit Gent de handen in elkaar en organiseerden ze een grote bevraging bij de Vlaamse burgemeesters. Meer dan 90 % van hen nam deel. Die schat aan informatie wordt hier uitgebreid geanalyseerd. Om terug te blikken op deze ongewone periode, riepen de auteurs bovendien de hulp in van enkele belangrijke hoofdrolspelers. Bart Somers (viceminister-president van de Vlaamse Regering en Vlaams minister van Binnenlands Bestuur, Bestuurszaken, Inburgering en Gelijke Kansen), gouverneur Carina Van Cauter, gedeputeerde An Vervliet, burgemeester Kristof Audenaert en Algemeen directeur Jan Compernol beschrijven hoe zij de coronacrisis vanuit hun specifieke rol hebben ervaren. Ten slotte staan de auteurs ook stil bij het debat dat is ontstaan over de rol van de burgemeester in het bestrijden van een pandemie en aan de financiële gevolgen en uitdagingen voor de lokale besturen. Dit boek is een belangrijke houvast voor beleidsmedewerkers en mandatarissen op alle politieke niveaus die concrete lessen willen trekken uit de coronacrisis.“

Abstract: „Ce cahier est le résultat d’une étude menée sur plusieurs années au sein du réseau de la STIB (Société des transports intercommunaux de Bruxelles). Divisé en deux parties, le Cahier présente les résultats de l’étude ainsi que les enseignements qui ressortent de ce Diagnostic de Sûreté. Dans la seconde partie, les auteurs s’attachent à dépeindre l’impact de la crise Covid-19 sur le niveau de sûreté au sein du réseau de la STIB. Une attention particulière est apportée sur l’influence de la baisse de fréquentation.“

Aus dem Verlagstext: „Mehr als ein Drittel der Bewohner:innen der Europäischen Union lebt in Grenzregionen, knapp zwei Millionen passieren als Grenzpendler:innen regelmäßig die an Bedeutung verlierenden nationalstaatlichen Grenzen. Umso mehr wirkte damit die Covid-19-Pandemie im Frühjahr 2020 als Zäsur: 35 Jahre nach der Unterzeichnung des Schengener Übereinkommens wurden an vielen Orten erneut verstärkte Grenzkontrollen bzw. Grenzschließungen eingeführt. Mit langen Schlangen an den Grenzübergängen, voneinander getrennten Familien und Freunden, individuellen Schicksalen zeigten sich deren Auswirkungen drastisch. Gleichzeitig wurde so weithin sichtbar, wie verflochten Grenzregionen bereits sind und einen ‚Hotspot‘ europäischer Integration bilden. Ein markantes Beispiel hierfür stellt die sog. Großregion mit ihrem ‚Kern‘ SaarLorLux dar. Basierend auf einer Analyse von Interviews, Essays und Pressemitteilungen politischer Akteure aus Deutschland, Frankreich und Luxemburg von nationaler bis lokaler Ebene beleuchtet der Beitrag deren Bewertungen der ‚Grenzkrise‘ mit ihren Folgen. Es zeigt sich, wie stark SaarLorLux als Verflechtungsraum wahrgenommen wird, weswegen die Grenzsicherungen als Schock erlebt wurden – und dies in der Rückschau aus politischer Sicht durchgehend vom Nationalen bis Lokalen. Neben negativen Aspekten werden positive Effekte herausgearbeitet, verbunden mit einem Fokus auf die grenzüberschreitende Kooperation und deren Entwicklungsperspektiven für eine künftig bessere ‚Krisenfestigkeit‘.“

Abstract: „Did the COVID-19 Pandemic Reduce Attention to Environmental Issues?: Theories on issue competition assume that there is only a limited number of issues that a person prioritises simultaneously. In this research note, we test this mechanism by using a panel study that was conducted among Belgian parents in 2019 and 2020. Between the two observations of the study, the country suffered a severe health crisis due to the COVID-19 pandemic. We investigate whether this crisis reduced the priority of environmental issues among respondents. Our results show that there was indeed a significant decline of some indicators for environmental concern, but not for others. Furthermore, we show that a higher priority for the health-related and economic consequences of the COVID-19 pandemic was associated with a steeper decline in environmental concern.“

Angaben zum Inhalt: „In zes maanden tijd zijn België en Nederland onherkenbaar veranderd. Politici, bestuurders en deskundigen hebben het bijna enkel nog over het virus en dicteren ons hoe we daarmee moeten omgaan. De media spelen daarbij een bepalende rol. Voor nieuwe inzichten is nagenoeg geen plaats. De kloof tussen de aanhoudende draconische maatregelen en de feitelijke situatie wordt met de dag groter. Hoe heeft het zover kunnen komen? Erwin Pasmans en medeburger onderzoekers vonden elkaar in een sterk gevoelde noodzaak om hierover meer helderheid te krijgen. Dit spontane burgerinitiatief bleek één van de vele wereldwijd. Het rijke materiaal toont een ontnuchterend beeld dat geheel anders is dan ons in de media en de politiek wordt voorgeschoteld. In de publieke nieuwsvoorziening was vrijwel meteen zichtbaar hoezeer vele waardevolle wetenschappelijke informatie systematisch buiten beeld bleef of slechts gefragmenteerd aan bod kwam. Onvolledig getoonde cijfers en ontoereikende interpretaties werden voor waar aangenomen. Het smoren en framen van andere geluiden over de lockdown hielden aan en effectieve behandelmethoden werden zelfs verboden. Een dodelijk gemiste kans, immers met álle beschikbare kennis had een tunnelvisie voorkomen kunnen worden. In dit non-stop onderzoek werden steeds diepere lagen aangeboord en kwamen cruciale feiten boven tafel. Duidelijk is dat achter de schermen van de uitvergrote virusdreiging uiterst ingrijpende ontwikkelingen gaande zijn. De auteur weet dit wereldomvattende krachtenveld in beeld te brengen. Indringend beschrijft hij hoe dit ons leven diepgaand beïnvloedt en ons fundamentele recht op zelfbeschikking vergaand aantast. Naarmate de grotere agenda verder wordt uitgerold, kijken meer mensen erdoorheen. Precies daarom klinkt uit diverse lagen van de samenleving een steeds luidere roep om de regie over eigen welzijn en gezondheid - en eigenlijk over ons gehele leven - per direct weer terug te nemen. Als krachtig en menswaardig antwoord op de ontstane situatie. Wij mensen staan voor een onherroepelijk kantelpunt in onze geschiedenis. Waarvoor kiezen wij? Voor een voorgeschreven manier van leven in een technocratisch en totalitair aangestuurde werkelijkheid?
