Abstract: „Dit artikel onderzoekt het Nederlandse politieke en media discours als reactie op de eerste golf van de wereldwijde covid-19-pandemie. Hierbij staat de vraag centraal in hoeverre de ontwikkeling en toon van dit discours de logica volgt van wat in de literatuur ook wel aangeduid wordt als ‘regeren door middel van migratiecontrole’. Volgens deze logica wordt migratie naar voren gebracht als een oorzaak van verschillende problematische, complexe, maatschappelijke ontwikkelingen, zelfs als er geen bewijs is om een dergelijk causaal verband te suggereren. Vanwege de veronderstelde relatie tussen migratie en het maatschappelijk probleem – in dit geval de covid-19 pandemie – wordt er een hardere toon in het discours rond migratie aangenomen, en kan dit zich zelf vertalen naar het nemen concrete maatregelen om de mobiliteit van mensen (verder) te beteugelen. Het artikel stelt vast dat, in deze eerste golf van de pandemie, deze specifieke dynamiek niet duidelijk aanwezig is in het Nederlandse politieke discours, noch in het mediadiscours.“

Aus dem Verlagstext: „Mehr als ein Drittel der Bewohner:innen der Europäischen Union lebt in Grenzregionen, knapp zwei Millionen passieren als Grenzpendler:innen regelmäßig die an Bedeutung verlierenden nationalstaatlichen Grenzen. Umso mehr wirkte damit die Covid-19-Pandemie im Frühjahr 2020 als Zäsur: 35 Jahre nach der Unterzeichnung des Schengener Übereinkommens wurden an vielen Orten erneut verstärkte Grenzkontrollen bzw. Grenzschließungen eingeführt. Mit langen Schlangen an den Grenzübergängen, voneinander getrennten Familien und Freunden, individuellen Schicksalen zeigten sich deren Auswirkungen drastisch. Gleichzeitig wurde so weithin sichtbar, wie verflochten Grenzregionen bereits sind und einen ‚Hotspot‘ europäischer Integration bilden. Ein markantes Beispiel hierfür stellt die sog. Großregion mit ihrem ‚Kern‘ SaarLorLux dar. Basierend auf einer Analyse von Interviews, Essays und Pressemitteilungen politischer Akteure aus Deutschland, Frankreich und Luxemburg von nationaler bis lokaler Ebene beleuchtet der Beitrag deren Bewertungen der ‚Grenzkrise‘ mit ihren Folgen. Es zeigt sich, wie stark SaarLorLux als Verflechtungsraum wahrgenommen wird, weswegen die Grenzsicherungen als Schock erlebt wurden – und dies in der Rückschau aus politischer Sicht durchgehend vom Nationalen bis Lokalen. Neben negativen Aspekten werden positive Effekte herausgearbeitet, verbunden mit einem Fokus auf die grenzüberschreitende Kooperation und deren Entwicklungsperspektiven für eine künftig bessere ‚Krisenfestigkeit‘.“

Abstract: „Theories on issue competition assume that there is only a limited number of issues that a person prioritises simultaneously. In this research note, we test this mechanism by using a panel study that was conducted among Belgian parents in 2019 and 2020. Between the two observations of the study, the country suffered a severe health crisis due to the COVID-19 pandemic. We investigate whether this crisis reduced the priority of environmental issues among respondents. Our results show that there was indeed a significant decline of some indicators for environmental concern, but not for others. Furthermore, we show that a higher priority for the health-related and economic consequences of the COVID-19 pandemic was associated with a steeper decline in environmental concern.“

Abstract: „COVID-19 has hit many countries all over the world, and its impact on (party) politics has been undeniable. This crisis situation functions as an opportunity structure incentivising opposition forces to support the government. Not much is known about what drives opposition parties to (not) support the government in crisis situations. This article integrates the literature on rally-around-the-flag, political opportunity structures, party types and party goals. More specifically, we focus on the behaviour of opposition parties towards the government's crisis response to the COVID-19 pandemic. We analyse whether and how the party type influences the position of the party vis-à-vis the governmental coalition, focusing on the case of Belgium. We categorise the seven opposition parties in Belgium as challenger or mainstream parties and explain their behaviour on the basis of policy-, office- or vote-seeking motives. Our analysis is based on party voting behaviour, elite interviews and an analysis of the main plenary debates.“

Angaben zum Inhalt: „De wijze waarop de overheid functioneert, heeft de afgelopen decennia de democratische rechtsorde uitgehold. Dat was de boodschap in 'Groter denken, kleiner doen' van Herman Tjeenk Willink. Het boek werd twee jaar geleden onthaald als een urgente visie op de problemen van de democratische rechtsorde. Het was een oproep om ongemakkelijke feiten onder ogen te zien en positie te kiezen; om het debat aan te gaan en zelf grenzen te trekken. De gevolgen van de coronacrisis maken de boodschap nog urgenter. Zij leggen een vergrootglas op samenleving en overheid. Zwakke plekken worden scherper zichtbaar. Tegelijkertijd moet de overheid aan nieuwe eisen voldoen. Het coronavirus moet worden bestreden. De economie moet overeind worden gehouden. De sociale gevolgen moeten worden opgevangen. En toch stelt niemand de vraag of de overheid wel aan die eisen kan voldoen, en onder welke voorwaarden dan. Daarover gaat deze volledig herziene en uitgebreide versie van 'Groter denken, kleiner doen'. Voor de noodzakelijke veranderingen moet anders naar de overheid worden gekeken en over de overheid worden gedacht. Dat is belangrijk op een moment waarop een nieuw kabinet aantreedt. Herman Tjeenk Willink (1942) verwierf in de loop der jaren, als voorzitter van de Eerste Kamer en als vicepresident van de Raad van State, de positie van boven de partijen staande adviseur van de regering. Hij was meermalen informateur van Nederlandse kabinetten, de laatste keer in 2017, bij de totstandkoming van het kabinet-Rutte III. Sinds 2012 is Tjeenk Willink minister van staat. Voor 'Groter denken, kleiner doen' kreeg hij in 2019 de PrinsjesBoekenPrijs.“

Angaben zum Inhalt: „The policing of measures to control the spread of the SARS-CoV-2 virus is a core aspect of the current corona crisis. This article concentrates on differences in policing the corona crisis in France and the Netherlands. There are huge differences in policing the corona crisis between the two jurisdictions: France with a very strict, repressive approach, and the Netherlands with a more pragmatic, communicative and responsibilizing style. These differences can be understood by looking at the underlying frames about the relationship between state and citizens. The differences in frames about the relationship between police and citizens are more or less similar between the two countries. In France, the dominant frame is of policing as a matter of ‘force’ and ‘war’; the Dutch policing style is framed in terms of responsibilization, communication and persuasion. Despite these important differences, there are also similarities. In both countries there have been fundamental criticisms of the legal basis of the corona measures and of the way that these have been policed. The issues of protest and criticism are often related to the specific dominating frames, in a paradoxical way. The Dutch approach, with its emphasis on proximity, communication and shared responsibilities, may be more effective in realizing compliance with the anti-corona rules than the French one, with its distrust of citizens, use of sanctions and war-like rhetoric. The question is raised of whether the Dutch approach will also be successful if awareness of the dangers of the virus and of the importance of self-control declines.“

Abstract: „Dit artikel brengt de juridische grondslag voor de door de Curaçaose regering genomen maatregelen ter bestrijding van COVID-19 in kaart. Elk overheidsoptreden dient te berusten op kenbare en voldoende algemene wettelijke regels en grondrechten dienen door de overheid te worden geëerbiedigd. Ook onder grote druk en in tijden van nood waarin snel en adequaat handelen door de overheid is geboden, zal de rechtsstaat gerespecteerd moeten worden. De getroffen maatregelen begin 2020 in Curaçao verhouden zich echter niet altijd even goed tot de beginselen van de democratische rechtsstaat.“

Angaben zum Inhalt: „Citizens’ initiatives in times of crisis: An investigation into the factors that influence the durability of citizens’ initiatives In the Netherlands, citizens’ initiatives have received a lot of praise and are increasingly made responsible for providing public services. If they are to fulfil this role, they must be able to weather a crisis, as during a crisis public services should remain reliable. Literature on the durability of citizens’ initiatives suggests that large initiatives, with a close-knit core group and strong government support are the most durable. However, our research indicates that this was not the case during the COVID-19 crisis. Flexibility and freedom to function independently from the municipal government were found to be more decisive for durability. This suggests that despite public value of citizens’ initiatives, they cannot be expected to take much responsibility for durable public service provision.“

Ze documenteerde deze periode drie keer per week in haar columns voor 'de Volkskrant'. In 'Dagboek van een krankzinnig jaar' brengt Sitalsing al haar inzichten op scherpzinnige en heldere wijze samen, en neemt zo de lezer mee door alle politieke, economische en sociale ontwikkelingen van 2020. Het ideale boek om te reflecteren op het jaar waarin de wereld kantelde. Sheila Sitalsing (1968) is journalist. Ze werkte voor achtereenvolgens het 'Rotterdams Dagblad', 'Elsevier' en 'de Volkskrant' als onder meer financieel-economisch verslaggever, correspondent Europese Unie in Brussel, chef economieredactie en politiek redacteur in Den Haag. Tegenwoordig is ze freelancejournalist en schrijft ze drie keer per week een column in 'de Volkskrant' over politiek en economie. Voor die columns won ze in 2013 de Heldringprijs voor beste columnist van Nederland.“

Abstract: „In the second half of the last century, the position of detainees in the Netherlands improved considerably. As far as is possible in the case of persons deprived of their freedom, there has been a certain emancipation of detainees. A well-functioning right of complaint and appeal has been created, for example, that offers detainees the possibility to have decisions of the government, in particular those of the director of the institution and the selection official, that are unfavourable to them, reviewed by an independent judicial authority. Their living conditions have also improved during this period. However, in recent years there has also been a tendency for the government to make ever greater demands on the behaviour of detainees, in return for fewer opportunities for activities and freedoms aimed at resocialisation. Since last year, the corona pandemic and the way in which it is dealt with in prisons have put further pressure on the already vulnerable position of detainees. Since March 2020, prisoners have had their opportunities for phasing in and resocialising further reduced by the virtual prohibition of leave. Furthermore, the visiting possibilities and the activity programmes within the penitentiary institutions have been minimal for over a year.“
