Abstract: „Most countries in the world chose a more or less stringent form of lockdown policy in order to protect citizens from contagion. This essay offers a critical perspective by asking for the Netherlands whether flattening the curve does not cost more healthy life years (qaly’s) than it saves. A cost-benefit analysis is performed discussing four issues. First: how many qaly’s are actually saved by the lockdown measures? Second: what are the opportunity costs of the lockdown? This means investigating how many qaly’s could have been generated if the economic cost of the lockdown had been spent directly into health care. Third: investigating how many qaly’s are lost because of postponing regular care. And fourth: discussing how many qaly’s are at stake because of excess unemployment. While acknowledging uncertainties the conclusion seems unavoidable: lockdown has and will cost more qaly’s than it generates.“

Angaben zum Inhalt: „Aan het hoofd van elke gemeente staat de burgemeester. Zij of hij is het politieke gezicht van de gemeente, in goede en kwade dagen. En die kwade dagen waren er de voorbije tijd volop. Immers, de coronacrisis stelde hen (en de lokale besturen in het algemeen) zwaar op de proef. De auteurs van dit boek onderzoeken hoe de Vlaamse burgemeesters de coronaperiode hebben ervaren. Ongeveer een jaar na het begin van de coronacrisis in maart 2020 sloegen Radio 2 en het Centrum voor Lokale Politiek van de Universiteit Gent de handen in elkaar en organiseerden ze een grote bevraging bij de Vlaamse burgemeesters. Meer dan 90 % van hen nam deel. Die schat aan informatie wordt hier uitgebreid geanalyseerd. Om terug te blikken op deze ongewone periode, riepen de auteurs bovendien de hulp in van enkele belangrijke hoofdrolspelers. Bart Somers (viceminister-president van de Vlaamse Regering en Vlaams minister van Binnenlands Bestuur, Bestuurszaken, Inburgering en Gelijke Kansen), gouverneur Carina Van Cauter, gedeputeerde An Vervliet, burgemeester Kristof Audenaert en Algemeen directeur Jan Compernol beschrijven hoe zij de coronacrisis vanuit hun specifieke rol hebben ervaren. Ten slotte staan de auteurs ook stil bij het debat dat is ontstaan over de rol van de burgemeester in het bestrijden van een pandemie en aan de financiële gevolgen en uitdagingen voor de lokale besturen. Dit boek is een belangrijke houvast voor beleidsmedewerkers en mandatarissen op alle politieke niveaus die concrete lessen willen trekken uit de coronacrisis.“

Abstract: „In the second half of the last century, the position of detainees in the Netherlands improved considerably. As far as is possible in the case of persons deprived of their freedom, there has been a certain emancipation of detainees. A well-functioning right of complaint and appeal has been created, for example, that offers detainees the possibility to have decisions of the government, in particular those of the director of the institution and the selection official, that are unfavourable to them, reviewed by an independent judicial authority. Their living conditions have also improved during this period. However, in recent years there has also been a tendency for the government to make ever greater demands on the behaviour of detainees, in return for fewer opportunities for activities and freedoms aimed at resocialisation. Since last year, the corona pandemic and the way in which it is dealt with in prisons have put further pressure on the already vulnerable position of detainees. Since March 2020, prisoners have had their opportunities for phasing in and resocialising further reduced by the virtual prohibition of leave. Furthermore, the visiting possibilities and the activity programmes within the penitentiary institutions have been minimal for over a year.“

Angaben zum Inhalt: „Op 1 januari 2020 schreef Sheila Sitalsing in een vooruitblik op het nieuwe jaar "dat het misschien beter is om je druk te maken over nu dan over straks, omdat het straks toch allemaal anders zal lopen". Dat laatste klopte: het liep allemaal anders. Corona veroorzaakte een ware aardverschuiving. De symbolen van wat "onze manier van leven" was gaan heten, waren in één klap niet heilig meer: handen schudden, een terrasje pakken, je onderdompelen in de pret- en festivaleconomie, reizen, het openbaar vervoer. Ze documenteerde deze periode drie keer per week in haar columns voor 'de Volkskrant'. In 'Dagboek van een krankzinnig jaar' brengt Sitalsing al haar inzichten op scherpzinnige en heldere wijze samen, en neemt zo de lezer mee door alle politieke, economische en sociale ontwikkelingen van 2020. Het ideale boek om te reflecteren op het jaar waarin de wereld kantelde. Sheila Sitalsing (1968) is journalist. Ze werkte voor achtereenvolgens het 'Rotterdams Dagblad', 'Elsevier' en 'de Volkskrant' als onder meer financieel-economisch verslaggever, correspondent Europese Unie in Brussel, chef economieredactie en politiek redacteur in Den Haag. Tegenwoordig is ze freelancejournalist en schrijft ze drie keer per week een column in 'de Volkskrant' over politiek en economie. Voor die columns won ze in 2013 de Heldringprijs voor beste columnist van Nederland.“

Angaben zum Inhalt: „Citizens’ initiatives in times of crisis: An investigation into the factors that influence the durability of citizens’ initiatives In the Netherlands, citizens’ initiatives have received a lot of praise and are increasingly made responsible for providing public services. If they are to fulfil this role, they must be able to weather a crisis, as during a crisis public services should remain reliable. Literature on the durability of citizens’ initiatives suggests that large initiatives, with a close-knit core group and strong government support are the most durable. However, our research indicates that this was not the case during the COVID-19 crisis. Flexibility and freedom to function independently from the municipal government were found to be more decisive for durability. This suggests that despite public value of citizens’ initiatives, they cannot be expected to take much responsibility for durable public service provision.“

Aus den Verlagsangaben: „Sywert van Lienden, Bernd Damme en Camille van Gestel maakten aan het begin van de coronacrisis indruk met hun stichting Hulptroepen Alliantie. Met de hulp van een groep vrijwilligers en bedrijven als Randstad en Coolblue bestreden ze het mondkapjestekort in Nederland. Ze deden het ‘om niet’, zeiden ze, ‘voor de zorghelden’. Abstract: „Dit artikel brengt de juridische grondslag voor de door de Curaçaose regering genomen maatregelen ter bestrijding van COVID-19 in kaart. Elk overheidsoptreden dient te berusten op kenbare en voldoende algemene wettelijke regels en grondrechten dienen door de overheid te worden geëerbiedigd. Ook onder grote druk en in tijden van nood waarin snel en adequaat handelen door de overheid is geboden, zal de rechtsstaat gerespecteerd moeten worden. De getroffen maatregelen begin 2020 in Curaçao verhouden zich echter niet altijd even goed tot de beginselen van de democratische rechtsstaat.“

Angaben zum Inhalt: „The policing of measures to control the spread of the SARS-CoV-2 virus is a core aspect of the current corona crisis. This article concentrates on differences in policing the corona crisis in France and the Netherlands. There are huge differences in policing the corona crisis between the two jurisdictions: France with a very strict, repressive approach, and the Netherlands with a more pragmatic, communicative and responsibilizing style. These differences can be understood by looking at the underlying frames about the relationship between state and citizens. The differences in frames about the relationship between police and citizens are more or less similar between the two countries. In France, the dominant frame is of policing as a matter of ‘force’ and ‘war’; the Dutch policing style is framed in terms of responsibilization, communication and persuasion. Despite these important differences, there are also similarities. In both countries there have been fundamental criticisms of the legal basis of the corona measures and of the way that these have been policed. The issues of protest and criticism are often related to the specific dominating frames, in a paradoxical way. The Dutch approach, with its emphasis on proximity, communication and shared responsibilities, may be more effective in realizing compliance with the anti-corona rules than the French one, with its distrust of citizens, use of sanctions and war-like rhetoric. The question is raised of whether the Dutch approach will also be successful if awareness of the dangers of the virus and of the importance of self-control declines.“

Angaben zum Inhalt: „De wijze waarop de overheid functioneert, heeft de afgelopen decennia de democratische rechtsorde uitgehold. Dat was de boodschap in 'Groter denken, kleiner doen' van Herman Tjeenk Willink. Het boek werd twee jaar geleden onthaald als een urgente visie op de problemen van de democratische rechtsorde. Het was een oproep om ongemakkelijke feiten onder ogen te zien en positie te kiezen; om het debat aan te gaan en zelf grenzen te trekken. De gevolgen van de coronacrisis maken de boodschap nog urgenter. Zij leggen een vergrootglas op samenleving en overheid. Zwakke plekken worden scherper zichtbaar. Tegelijkertijd moet de overheid aan nieuwe eisen voldoen. Het coronavirus moet worden bestreden. De economie moet overeind worden gehouden. De sociale gevolgen moeten worden opgevangen. En toch stelt niemand de vraag of de overheid wel aan die eisen kan voldoen, en onder welke voorwaarden dan. Daarover gaat deze volledig herziene en uitgebreide versie van 'Groter denken, kleiner doen'. Voor de noodzakelijke veranderingen moet anders naar de overheid worden gekeken en over de overheid worden gedacht. Dat is belangrijk op een moment waarop een nieuw kabinet aantreedt. Herman Tjeenk Willink (1942) verwierf in de loop der jaren, als voorzitter van de Eerste Kamer en als vicepresident van de Raad van State, de positie van boven de partijen staande adviseur van de regering. Hij was meermalen informateur van Nederlandse kabinetten, de laatste keer in 2017, bij de totstandkoming van het kabinet-Rutte III. Sinds 2012 is Tjeenk Willink minister van staat. Voor 'Groter denken, kleiner doen' kreeg hij in 2019 de PrinsjesBoekenPrijs.“

Abstract: „COVID-19 has hit many countries all over the world, and its impact on (party) politics has been undeniable. This crisis situation functions as an opportunity structure incentivising opposition forces to support the government. Not much is known about what drives opposition parties to (not) support the government in crisis situations. This article integrates the literature on rally-around-the-flag, political opportunity structures, party types and party goals. More specifically, we focus on the behaviour of opposition parties towards the government's crisis response to the COVID-19 pandemic. We analyse whether and how the party type influences the position of the party vis-à-vis the governmental coalition, focusing on the case of Belgium. We categorise the seven opposition parties in Belgium as challenger or mainstream parties and explain their behaviour on the basis of policy-, office- or vote-seeking motives. Our analysis is based on party voting behaviour, elite interviews and an analysis of the main plenary debates.“

Abstract: „Theories on issue competition assume that there is only a limited number of issues that a person prioritises simultaneously. In this research note, we test this mechanism by using a panel study that was conducted among Belgian parents in 2019 and 2020. Between the two observations of the study, the country suffered a severe health crisis due to the COVID-19 pandemic. We investigate whether this crisis reduced the priority of environmental issues among respondents. Our results show that there was indeed a significant decline of some indicators for environmental concern, but not for others. Furthermore, we show that a higher priority for the health-related and economic consequences of the COVID-19 pandemic was associated with a steeper decline in environmental concern.“

Die sprak wijze woorden over de Spaanse griep, die nog steeds actueel zijn en tonen dat niet alles maakbaar is. Maar dat mag niet tot passiviteit leiden, integendeel.
