TY - JOUR TI - Solidarity and support in Belgian residential linguistic landscapes during the Covid-19 outbreak AU - Vandenbroucke, Mieke AU - De Malsche, Fien T2 - Pragmatics and Society AB - Abstract: „This article examines the role played by signs in the public space of two socio-economically stratified residential neighbourhoods of Ghent (Belgium) during the first Covid-19 outbreak in 2020. On the basis of fieldwork, we explore the potential of public signs as a resourceful strategy for communicating solidarity and support and the discursive construction of a community affected by this crisis. We show that in times of lockdown and social distancing, the residential linguistic landscape in both neighbourhoods became strategically appropriated by local inhabitants to communicate with neighbours and strangers and was operationalised as a vehicle to serve new communicative functions such as the conveying of solidarity and support as well as gratitude, and collective belonging. Some differences related to emplacement, language use and quantity of signs were also observed. Overall, the article documents the affective appropriation of space through Covid-19 signs during the Covid-19 outbreak and periods of lockdown in Flanders, Belgium.“ DA - 2023/// PY - 2023 DO - https://doi.org/10.1075/ps.22013.van VL - 14 IS - 2 SP - 210 EP - 235 KW - Gent KW - Solidarität KW - Sprachgebrauch KW - Wohngebiet ER - TY - JOUR TI - Introduction: Religion and COVID-19 Vaccinations in The Netherlands AU - Vermeer, Paul T2 - NTT Journal for Theology and the Study of Religion DA - 2022/09/01/ PY - 2022 DO - 10.5117/NTT2022.3.001.VERM VL - 76 IS - 3 SP - 189 EP - 192 LA - en SN - 2542-6583, 2590-3268 ST - Introduction UR - https://www.aup-online.com/content/journals/10.5117/NTT2022.3.001.VERM KW - Impfung KW - Religion ER - TY - JOUR TI - Religion and COVID-19 Vaccination Coverage in the Netherlands between August 2021 and February 2022 AU - Vermeer, Paul AU - Kregting, Joris T2 - NTT Journal for Theology and the Study of Religion DA - 2022/09/01/ PY - 2022 DO - 10.5117/NTT2022.3.002.VERM VL - 76 IS - 3 SP - 193 EP - 214 LA - en SN - 2542-6583, 2590-3268 UR - https://www.aup-online.com/content/journals/10.5117/NTT2022.3.002.VERM KW - Impfung KW - Religion ER - TY - JOUR TI - Onderzoeksraad voor Veiligheid: de aanpak van de coronacrisis AU - Dute, J. The article discusses the nature of police work during the crisis and new types of interventions that police officers are confronted with (e.g. curfew controls). Additionally, the impact of the pandemic on the internal and external relations is discussed. Internally, the COVID-19 measures may have an impact on police officers’ possibilities for personal, social interactions among colleagues, which may potentially challenge the solidarity within the police force. Externally, tensions may arise in relations with citizens, partly because of unclear regulations or variable interpretations of those regulations. To investigate these effects, data from incident reports of emergency services (i.e., police, fire brigade and ambulance) in the South of the Netherlands from 2018 to 2020 were collected. An incident is defined as an unique notification with deployment of one or more emergency service(s). Incidents were categorized according to the standardized classification LMC 6.0. We investigated regional differences from 2018 to 2020 using monthly time trends. On the individual level we found a time trend in accordance with the onset of the lockdown, with a decrease in property crime operationalized as theft, burglary and robbery, and an increase in psychological effects, operationalized as suicide attempts and nuisance by a person. On the group level, operationalized as incidents nuisance by youth, noise, fireworks and vandalism, we found a time pattern with an increase in incidents coherent with the lockdown period. On the level of the society, operationalized as incidents public order, conflicts, violence and explosives, we also found an increase in incidents coherent with the lockdown period. We conclude that incident reports of emergency services give additional insight in the effects of a lockdown on social stability.“ DA - 2022/03// PY - 2022 DO - 10.5553/TvV/.000027 VL - 21 IS - 1 SP - 20 EP - 41 SN - 1872-7948 ST - Effecten van de COVID-19-lockdown op sociale stabiliteit Y2 - 2023/04/13/14:46:32 KW - Sozialordnung ER - TY - JOUR TI - Stay home, stay safe? Based on repeated qualitative interviews with 19 boys and girls – before, during and after the school closure – we examine how Syrian refugee youth have experienced the school closure, and how this influence their educational position by using the four central tasks of education of Van de Werfhorst and Mijs (2010). Syrian refugee youth in our study emphasize that online education is more difficult to understand and stress they miss their friends at school. Moreover, their circumstances at home are not ideal for online learning, and therefore reaching the appropriate level of education becomes harder. This paper highlights the importance of the social aspect of education. Whereas going to school normally also stimulate friendships and their socialization in Dutch society, the school closure makes this more challenging. Especially for refugee youth school has extra relevance for reasons of e.g. mental health, resiliency, and socialization. Through our case studies, we argue that the school closure contributes to an accumulation of risks and inequalities. Literature on the durability of citizens’ initiatives suggests that large initiatives, with a close-knit core group and strong government support are the most durable. However, our research indicates that this was not the case during the COVID-19 crisis. We found that, on average, informal care provision was reduced during the lockdown; caregivers of care recipients living in care institutions were the most likely to reduce or stop caregiving, and caregivers who helped someone in their own household were most likely to have increased their intensity. Feeling less restricted by the corona measures reduced the likelihood to stop or lower care provision and increased the likelihood of increasing care; being confronted with a reduction of formal care for the care recipient was related to a higher likelihood of increasing care; and stronger concerns about the care recipient increased the likelihood of intensifying care and prevented from stopping or reducing care. Sentiment analysis and topic modeling analysis were performed using Twitter data from three phases during the initial European lockdown, and results were compared over time and between countries. Findings show that, in line with existing theory, assertive crisis responses and proactive communication were generally well-received, whereas tentative crisis responses or indications by the authorities that the crisis was manageable were generally met with suspicion. In addition, while government support was high in all countries during the height of the crisis, messages critical of the government as well as conspiracy theories were nevertheless widely circulated. Importantly, countries with the least assertive strategies, rather than clear negative responses, saw heightened polarization of sentiment in the population. Furthermore, in the case of Sweden, a laissez-faire strategy was generally accepted by the population, despite strong criticism from other countries, until mortality rates started to rise. Possible explanations for these findings are discussed with an emphasis of prior trust as a potential explanatory factor. Before the pandemic, work-care patterns were relatively traditional in the majority of families in the Netherlands, with women performing more unpaid tasks and men more paid work. These patterns were disrupted during the lockdown by the obligation to work from home and formal and informal childcare being unavailable. This meant that fathers were much more exposed to care and household tasks than before the pandemic. This effect was potentially reinforced by the fact that many ‘essential workers’ in education and healthcare were female, leaving their male partner to take over (extra) care tasks at home. But did these changes in the division of tasks also affect normative attitudes about gender and care? In this study we aim to answer this question using longitudinal data collected among 300 respondents in the Netherlands before (early 2019/2020) and after (July 2020) the first lockdown. We expect that attitudes about men’s caring capabilities have become more positive in partnered men and women if the male partner was working from home. We will complement this quantitative analysis by analysing several open-ended questions to enhance our knowledge on the individual’s perceptions, attitudes and judgments about politics and society at the beginning of the pandemic. Our qualitative data analysis shows that the boost in political trust is driven by a specific appreciation of proceedings during the crisis and not by future expectations. But moreover, while this political ‘rally-round-the-flag’ phenomenon became centre stage of the crisis literature, we actually found that this is less salient than the societal outlook during a crisis: many citizens also express a reappraisal of society.“ DA - 2021/05/01/ PY - 2021 DO - 10.5117/MEM2021.2.002.DEKK VL - 96 IS - 2 SP - 153 EP - 178 LA - en SN - 0025-9454, 1876-2816 ST - Meer dan een politieke vertrouwenspiek UR - https://www.aup-online.com/content/journals/10.5117/MEM2021.2.002.DEKK KW - Öffentliche Meinung ER - TY - JOUR TI - Een pandemie van polarisatie? Political polarization has been identified as a key societal risk of the ongoing COVID-19 pandemic. While various actors have expressed concern about extreme single-issue opinions, mass polarization may be characterized better as increasing association between various opinions. This could lead to deepening cleavages as new issues arise. We thus describe opinions surrounding the COVID-19 pandemic relative to pre-existing mass opinion structures. We review the science on polarization, ultimately focusing on the Netherlands specifically. Using survey data of Dutch social media users (N = 216), we find that opinion clustering on general political issues is loose, and that these clusters do not uniformly predict attitudes towards measures to combat consequences of COVID-19. Nevertheless, the found clusters are better predictors than ideological identification. These results stress the importance of conceptualizing polarization as multi-attitudinal clustering rather than as unidimensional opinion difference.“ DA - 2021/05/01/ PY - 2021 DO - 10.5117/MEM2021.2.003.KEIJ VL - 96 IS - 2 SP - 179 EP - 211 LA - en SN - 0025-9454, 1876-2816 UR - https://www.aup-online.com/content/journals/10.5117/MEM2021.2.003.KEIJ Y2 - 2022/03/09/11:51:14 KW - Öffentliche Meinung ER - TY - JOUR TI - Varen we allemaal in hetzelfde schuitje? According to traditional literature, threat perceptions induce anti-immigrant sentiments, as ingroup identity and self-interest are strengthened at the expense of the outgroup. In this manuscript, we study whether the COVID-19 pandemic, as a universal and relatively novel threat, increases anti-immigrant sentiments akin to responses to realistic and symbolic threats frequently described in the literature. We also look at whether such responses are expressed more strongly among specific groups in Dutch society. To do so, we use unique longitudinal panel data based on the European Values Study 2017, representative of the Netherlands, with a repeated measure in May 2020, during the national lockdown. Based on structural equation modeling, we demonstrate that anti-immigrant sentiments have not increased due to (perceived threat of) the COVID-19 pandemic. In fact, negative opinions towards immigrants decreased between 2017 and 2020 in the Netherlands, for which we provide alternative explanations. Although some subgroups do experience more threat than others due to the coronavirus, such as women, first generation immigrants, and the elderly, this does not lead to more negative feelings towards outgroups. Whether this is due to the fact that individuals feel pathogenically threatened by everyone, regardless of group membership, should be explored in future research.“ DA - 2021/05/01/ PY - 2021 DO - 10.5117/MEM2021.2.006.MUIS VL - 96 IS - 2 SP - 271 EP - 297 LA - en SN - 0025-9454, 1876-2816 ST - Varen we allemaal in hetzelfde schuitje? This article, based on a large-scale internet survey (N = 22,696) on the social impact of COVID-19, firstly examines which social groups are most susceptible to the mental health impact of the virus. Secondly, we examine whether social capital provides protection against this impact. We find that the mental health impact of COVID-19 is considerable and that it increased over the course of 2020. Women, young people, respondents with low incomes and/or poor health experience relatively more fear and stress due to the virus. We do not find a difference between respondents with or without a migration background. Social capital (received support, trust in people and in institutions) has the expected effect: the more support and trust, the less fear and stress. There is a mediation effect. Older people, respondents with high incomes and/or good health experience less fear and stress, partly because they have more social capital. This is different for females. They would experience even more fear and stress, compared to men, were it not for the fact that they have more social capital. Hence we conclude that social capital indeed provides some protection against the negative mental health effects of COVID-19.“ DA - 2021/05/01/ PY - 2021 DO - 10.5117/MEM2021.2.004.SNEL VL - 96 IS - 2 SP - 213 EP - 241 LA - en SN - 0025-9454, 1876-2816 UR - https://www.aup-online.com/content/journals/10.5117/MEM2021.2.004.SNEL KW - Psychische Gesundheit KW - Soziales Kapital ER - TY - JOUR TI - Non, les jeunes n’ont pas été égoïstes pendant la crise du COVID-19! Doctors mentioned that in case of code black, very senior citizens might not receive intensive care treatment for COVID-19 due to shortages. Sociologist Ulrich Beck argued that palpable risks lead to the creation of new networks of solidarity. In this article this assumption is investigated by analyzing the different storylines prevalent in the public discussion about ‘code black’. Initially, storylines showing sympathy with the plight of the elderly came to the fore. However, storylines brought forward by medical organizations eventually dominated, giving them the opportunity to determine health care policy to a large extent. Their sway over policymaking led to a distribution scheme of vaccines that was favourable for medical personnel, but unfavourable for the elderly. The discursive process on code black taken as a whole displayed a struggle over favourable risk positions, instead of the formation of risk solidarity.“ DA - 2021/// PY - 2021 DO - 10.5553/NJLP/221307132021050002009 VL - 51 IS - 2 SP - 218 EP - 238 LA - nl SN - 2213-0713 ST - Dividing the Beds UR - https://www.bjutijdschriften.nl/tijdschrift/rechtsfilosofieentheorie/2021/2/NJLP_2213-0713_2021_050_002_009 Y2 - 2023/04/13/15:00:31 KW - Open Access/Volltext KW - Risikogesellschaft ER - TY - JOUR TI - De bestrijding van het coronavirus in de eerste fase van de crisisbestrijding AU - Becker, R. As far as is possible in the case of persons deprived of their freedom, there has been a certain emancipation of detainees. A well-functioning right of complaint and appeal has been created, for example, that offers detainees the possibility to have decisions of the government, in particular those of the director of the institution and the selection official, that are unfavourable to them, reviewed by an independent judicial authority. Their living conditions have also improved during this period. However, in recent years there has also been a tendency for the government to make ever greater demands on the behaviour of detainees, in return for fewer opportunities for activities and freedoms aimed at resocialisation. Since last year, the corona pandemic and the way in which it is dealt with in prisons have put further pressure on the already vulnerable position of detainees. This article concentrates on differences in policing the corona crisis in France and the Netherlands. There are huge differences in policing the corona crisis between the two jurisdictions: France with a very strict, repressive approach, and the Netherlands with a more pragmatic, communicative and responsibilizing style. These differences can be understood by looking at the underlying frames about the relationship between state and citizens. The differences in frames about the relationship between police and citizens are more or less similar between the two countries. In France, the dominant frame is of policing as a matter of ‘force’ and ‘war’; the Dutch policing style is framed in terms of responsibilization, communication and persuasion. Despite these important differences, there are also similarities. In both countries there have been fundamental criticisms of the legal basis of the corona measures and of the way that these have been policed. The issues of protest and criticism are often related to the specific dominating frames, in a paradoxical way. The Dutch approach, with its emphasis on proximity, communication and shared responsibilities, may be more effective in realizing compliance with the anti-corona rules than the French one, with its distrust of citizens, use of sanctions and war-like rhetoric. The question is raised of whether the Dutch approach will also be successful if awareness of the dangers of the virus and of the importance of self-control declines.“ DA - 2021/// PY - 2021 DO - 10.1177/1461355720980772 VL - 23 IS - 2 SP - 168 EP - 181 J2 - International Journal of Police Science & Management LA - en SN - 1461-3557 ST - Policing the corona crisis UR - https://doi.org/10.1177/1461355720980772 KW - Frankreich KW - Kontrolle KW - Open Access/Volltext KW - Polizei ER - TY - JOUR TI - Hoogopgeleid in coronatijd AU - van Noije, Lonneke T2 - Mens en maatschappij DA - 2021/// PY - 2021 DO - 10.5117/MEM2021.1.001.VANN VL - 96 IS - 1 SP - 1 EP - 5 J2 - Mens en maatschappij SN - 0025-9454 KW - in Bearbeitung ER - TY - JOUR TI - Opposition in Times of COVID-19 – To Support or Not to Support? This crisis situation functions as an opportunity structure incentivising opposition forces to support the government. Not much is known about what drives opposition parties to (not) support the government in crisis situations. This article integrates the literature on rally-around-the-flag, political opportunity structures, party types and party goals. More specifically, we focus on the behaviour of opposition parties towards the government's crisis response to the COVID-19 pandemic. We analyse whether and how the party type influences the position of the party vis-à-vis the governmental coalition, focusing on the case of Belgium. We categorise the seven opposition parties in Belgium as challenger or mainstream parties and explain their behaviour on the basis of policy-, office- or vote-seeking motives. Our analysis is based on party voting behaviour, elite interviews and an analysis of the main plenary debates.“ DA - 2021/// PY - 2021 DO - 10.5553/PLC/.000019 VL - 3 IS - 2 SP - 138 EP - 157 SN - 25899929 Y2 - 2023/04/14/09:31:04 KW - Opposition KW - Regierung ER - TY - JOUR TI - Verschuivingen in informatievoorziening tijdens Covid-19. Globally well‐connected areas with high population densities are hence expected to be disproportionately affected by COVID‐19. This paper investigates the role of population density within the Netherlands, comparing hospitalisation and mortality related to COVID‐19 across municipalities. The paper finds that infections, hospitalisation and mortality related to COVID‐19 are not clearly correlated with the population density or urbanity of the municipality, also when controlling for age and public health factors. The paper concludes that while the public debate stresses the elevated risk of infections in cities, due to transgressive behaviour, the evidence in this paper suggests that the geography of the epidemic in the Netherlands is more complex. This includes small but highly globalised cities, such as financial centres or hot spots of politics and diplomacy, which are usually situated between different political, economic or cultural systems and their boundaries. These cities experienced strong growth due to internationalisation and a dedicated politics of extraversion. Our argument is that such places are unusually affected by the current lock‐down, illustrated by two empirical cases, the cities of Dublin, Ireland, and Luxembourg City, Luxembourg. Both have experienced striking growth rates recently, but now suffer from disruption. Their development trajectories remain unclear, since a return to the 'old normal' seems unlikely, and the emergent 'new normal' calls for adaptation towards more state involvement in areas hitherto governed by the market. Central to the analysis is the concept of obligatory passage points through which networks must pass. Attempts by various actors to control the movement through them, be they government authorities, health experts and caregivers, economic producers or consumers, can create social tensions. Such tensions were duly recognised during the recurring outbreaks of the plague in the Second Plague Pandemic between the fourteenth and the seventeenth centuries. Analysing historical plague ordinances allows us to expose the power mechanisms impacting networks as they move through spaces, and to remain critical of how circulation is controlled and moralised. We argue that historians can contribute to reviewing these mechanisms behind the spread of epidemics and the responses to them from the perspective of movement and blockage." The courts extended their use of digital tools (e.g. tele-hearings) that, while allowing cases to proceed, did not fully protect the rights of parties. While so far the volume of commercial cases and bankruptcies has not increased, a (rapid) increase is inevitable. Contract breach will be wide spread, and will give rise to fundamental legal issues. For economic recovery it is essential that the courts give clear and consistent guidance in these matters quickly. This requires the courts to reduce the currently long duration of civil cases, and to use the available procedures to get expeditious decisions of the Supreme Court. The courts will also need to develop their ICT-instruments rapidly to guarantee the rights of parties. From an organisational level, we analyse traders’ responses to the institutional measures taken to combat the crisis. Combining pre-corona, in-situ research with (social) media analysis, we show how a variegated institutional landscape of market regulation emerged.
