Abstract: „Op zoek naar het antwoord op de vraag: wat kunnen we leren van het behandelen van klachten tijdens een pandemie, onderzocht de Rotterdamse ombudsman 127 klachten die hij ontving in de eerste zes maanden van de coronacrisis. Het onderzoek en de leerpunten worden beschreven in het rapport Klachtbehandeling in tijden van een pandemie.1 In dit artikel leest u de belangrijkste bevindingen.“

Abstract: „Het ‘grootste criminologische experiment in de geschiedenis’, zo noemden twee Amerikaanse criminologen de pandemie (Stickle & Felson 2020). En terecht. De sociale onthouding die overheden in vele landen hebben opgelegd als reactie op de coronapandemie, brengt interessante vragen en onderzoeksmogelijkheden met zich mee. Eén van die vragen is hoe criminaliteit zich ontwikkelt in tijden van gedwongen thuisblijven en afgenomen sociaal verkeer. Die vraag staat in dit artikel centraal. We gebruiken in onze analyses politiegegevens afkomstig uit de Corona Crime Change Monitor over twaalf ‘coronamaanden’ (medio maart 2020-medio maart 2021) en vergelijken de ontwikkeling van de criminaliteit in die periode met de ontwikkeling in dezelfde periode een jaar eerder. The social abstinence imposed by governments in many countries in response to the corona pandemic raises interesting questions and research opportunities. One of those questions is how crime develops in times of forced stay at home and reduced social interaction. That question is the focus of this article. In their analysis, the authors use police data from the Corona Crime Change Monitor for twelve ‘corona months’ (mid-March 2020-mid-March 2021) and compare the development of crime in that period with the development in the same period a year earlier.“

Abstract: „The article uses three prominent examples from the Dutch context to problematize the relationship between contractual and social solidarity during the coronavirus crisis. The social science ideal types of ‘mechanical’ and ‘organic’ solidarity, and their typified correspondence with legal modes of punishment and compensation, are used to illuminate the way in which solidarity language in private relationships can convey and normalize assumptions about the public interest and economic order.“

Abstract: „The Resilience of Democracy in the midst of the COVID-19 Pandemic: Since January 2020, European countries have implemented a wide range of restrictions to contain the COVID-19 pandemic. Yet governments have also implemented democratic compensators in order to offset the negative impacts of restrictions. This article aims to account for the variation of their use between Belgium, the Netherlands and France. We analyse three drivers: the strength of counterpowers, the ruling parties' ideological leanings and political support. Building on an original data set, our results distinguish between embedded and ad hoc compensators. We find that ad hoc compensators are championed mainly by counterpowers, but also by ideology of the ruling coalitions in Belgium and the Netherlands and used strategically to maintain political support in France. Evidence on the link between embedded compensators and counterpowers is more ambiguous.“

Angaben zum Inhalt: „The policing of measures to control the spread of the SARS-CoV-2 virus is a core aspect of the current corona crisis. This article concentrates on differences in policing the corona crisis in France and the Netherlands. There are huge differences in policing the corona crisis between the two jurisdictions: France with a very strict, repressive approach, and the Netherlands with a more pragmatic, communicative and responsibilizing style. These differences can be understood by looking at the underlying frames about the relationship between state and citizens. The differences in frames about the relationship between police and citizens are more or less similar between the two countries. In France, the dominant frame is of policing as a matter of ‘force’ and ‘war’; the Dutch policing style is framed in terms of responsibilization, communication and persuasion. Despite these important differences, there are also similarities. In both countries there have been fundamental criticisms of the legal basis of the corona measures and of the way that these have been policed. The issues of protest and criticism are often related to the specific dominating frames, in a paradoxical way. The Dutch approach, with its emphasis on proximity, communication and shared responsibilities, may be more effective in realizing compliance with the anti-corona rules than the French one, with its distrust of citizens, use of sanctions and war-like rhetoric. The question is raised of whether the Dutch approach will also be successful if awareness of the dangers of the virus and of the importance of self-control declines.“

Angaben zum Inhalt: „The global health crisis due to the pandemic of the SARS‐CoV‐2 is associated with processes of urbanisation and globalisation. Globally well‐connected areas with high population densities are hence expected to be disproportionately affected by COVID‐19. This paper investigates the role of population density within the Netherlands, comparing hospitalisation and mortality related to COVID‐19 across municipalities. The paper finds that infections, hospitalisation and mortality related to COVID‐19 are not clearly correlated with the population density or urbanity of the municipality, also when controlling for age and public health factors. The paper concludes that while the public debate stresses the elevated risk of infections in cities, due to transgressive behaviour, the evidence in this paper suggests that the geography of the epidemic in the Netherlands is more complex. It speculates that the variation in urbanisation in most of the country might just be too small to expect significant differences.“

Angaben zum Inhalt: „Nederlanders hebben sterk verschillende meningen als het gaat over de wenselijkheid van de track-and-tracing corona app. Sommige Nederlanders zouden de app liever vandaag dan morgen installeren, terwijl andere Nederlanders de app onder geen beding zouden installeren en het een kwalijke zaak vinden dat de overheid nadenkt over de introductie van de app. Daarnaast is er een groep Nederlanders die een genuanceerde mening heeft. Zij zouden de app installeren als deze naar hun beoordeling meer voordelen heeft dan nadelen. Het hangt van de voorwaarden en eigenschappen van de app af of zij overgaan tot installatie. Deze groep twijfelaars is essentieel voor het Kabinet om de gewenste dekkingsgraad van 60% te halen. Dit blijkt uit het onderzoek dat is uitgevoerd door onderzoekers van de Universiteit Maastricht, de Vrije Universiteit Amsterdam, de TU Delft en het RIVM. Een random getrokken steekproef van 926 Nederlanders deed mee aan een keuze-experiment waarin verschillende varianten van de app werden voorgelegd. Deelnemers werd vervolgens gevraagd welke app zij liever zouden installeren en of zij de app waar hun voorkeur naar uitging daadwerkelijk zouden installeren. Angaben zum Inhalt: „The outbreak of the Corona virus has led to unprecedented measures in education. From March 16, all schools in the Netherlands are closed, and children must keep up with their schoolwork from home. Parents are expected to take a crucial role in this “homeschooling”: they are primarily responsible for ensuring that their children follow the curriculum. In this article I report the first results of a module in the LISS Panel that was designed to map how parents school their children in primary and secondary education. Data on a nationally representative sample of 1,318 children in primary and secondary education were gathered in April. The results show marked differences between social groups. Whereas all parents find it important that their children keep up with the schoolwork, children from advantaged backgrounds receive much more parental support and have more resources (e.g., own computer) to study from home. Differences in parental support are driven by the ability to help: parents with a higher education degree feels themselves much capable to help their children with schoolwork than lower educated parents. Parents also report that schools provide more extensive distant schooling for children in the academic track in secondary education (vwo) than for children in the pre-vocational track (vmbo). Finally, there is a clear gender gap: parents feel much more capable to support their daughters than their sons.These initial findings provide clear indications that the school shutdown in the Netherlands is likely to have strong effects on the inequality in educational opportunities.“

Het Fries Sociaal Planbureau (FSP) heeft hier in oktober 2020 voor de tweede keer onderzoek naar gedaan. De belangrijkste conclusie: de gevolgen van de coronacrisis zijn ongelijk verdeeld. Vooral jongvolwassenen, werkenden met een flexibel contract, zzp’ers en senioren hebben te maken met de negatieve effecten ervan.“

Angaben zum Inhalt: „The COVID-19 pandemic caused overcrowded IC units. In the Netherlands a discussion erupted on what category of patients should be granted a bed, if there would not be enough place to treat everybody. In this article the medical guidelines for this situation as well as the public discussion are examined and related to Ulrich Beck’s theory of reflexive modernization. It is argued that discussion and regulation of this dilemma follow reflexive patterns, albeit patchy. The discussion and regulation displayed reflective understanding of the perilous position of the elderly and frail but issues of class and ethnicity were not discussed. This research revealed that Beck’s theory holds its own when tested in an empirical situation, but it has weaknesses in regard to the predicted emergence of cosmopolitan solidarity.“
