Aus dem Verlagstext: „Im Zuge der Covid-19-Pandemie wurde die weltweite Bewegungsfreiheit erheblich eingeschränkt. Besonders innerhalb der Europäischen Union, die sich durch ein hohes Maß grenzüberschreitender Verflechtungen kennzeichnet, ging die Einführung von Grenzrestriktionen mit Einschnitten im Arbeits- und Lebensalltag einher. Der vorliegende Beitrag stellt überblicksweise die praktischen und symbolischen Auswirkungen für Grenzraumbewohner:innen der so genannten Großregion vor, die während der ‚ersten Welle‘ aus den Maßnahmen zur Pandemiebekämpfung resultierten. In einer Kontrastierung mit den Maßnahmen nachfolgender Pandemiephasen zeigt sich, dass Lehren aus den Erfahrungen im Frühjahr 2020 gezogen wurden. Grenzregionen und die Belange grenzüberschreitender Arbeitnehmer:innen rückten stärker ins (politische) Bewusstsein. Während die Pandemie zunächst eine Zäsur für Grenzregionen und die europäische Integration bedeutete, deuten die dynamischen Anpassungen der Maßnahmen und neu verankerte Zielsetzungen zugunsten einer stärkeren Berücksichtigung grenzüberschreitender Verflechtungen darauf hin, dass die Covid-19-Pandemie perspektivisch auch eine Chance darstellen kann, die Impulse für eine engere Vernetzung von Grenzregionen gibt.“

Aus dem Verlagstext: „Mit den Grenzschließungen im Frühjahr 2020 wurde es für Grenzgänger:innen – auch in der sogenannten „Großregion“/„Grande-Région“ – schwierig, ihren Arbeitsplatz zu erreichen. Vor allem systemrelevante Arbeitskräfte im Gesundheits-, Rettungs- und Industriesektor standen im Zentrum der Debatte um mangelnde Solidarität zwischen den verschiedenen Grenzregionen und Ländern. Dieser Artikel analysiert die Auswirkungen der Grenzschließungen auf verschiedene Aspekte der Solidarität in der Großregion, die Grenzregion mit der höchsten Zahl an Grenzgänger:innen in Europa. Die Solidarität als europäischer Wert wurde auf die Probe gestellt – sowohl zwischen den Ländern (z. B. durch den ‚Diebstahl‘ von wichtigen Arbeitskräften und nahezu unmöglich gemachter grenzüberschreitender Mobilität durch Grenzkontrollen) als auch zwischen unterschiedlichen Gruppen von Arbeitnehmer:innen, wie Telearbeiter:innen und Nicht-Telearbeiter:innen sowie zwischen Grenzpendler:innen und Nicht-Grenzpendler:innen, welche etwa durch Kurzarbeitsregelungen unterschiedlich behandelt wurden (z. B. im Gesundheitssektor).“

Abstract: „This article examines the role played by signs in the public space of two socio-economically stratified residential neighbourhoods of Ghent (Belgium) during the first Covid-19 outbreak in 2020. On the basis of fieldwork, we explore the potential of public signs as a resourceful strategy for communicating solidarity and support and the discursive construction of a community affected by this crisis. We show that in times of lockdown and social distancing, the residential linguistic landscape in both neighbourhoods became strategically appropriated by local inhabitants to communicate with neighbours and strangers and was operationalised as a vehicle to serve new communicative functions such as the conveying of solidarity and support as well as gratitude, and collective belonging. Some differences related to emplacement, language use and quantity of signs were also observed. Overall, the article documents the affective appropriation of space through Covid-19 signs during the Covid-19 outbreak and periods of lockdown in Flanders, Belgium.“

Aus dem Verlagstext: „Mehr als ein Drittel der Bewohner:innen der Europäischen Union lebt in Grenzregionen, knapp zwei Millionen passieren als Grenzpendler:innen regelmäßig die an Bedeutung verlierenden nationalstaatlichen Grenzen. Umso mehr wirkte damit die Covid-19-Pandemie im Frühjahr 2020 als Zäsur: 35 Jahre nach der Unterzeichnung des Schengener Übereinkommens wurden an vielen Orten erneut verstärkte Grenzkontrollen bzw. Grenzschließungen eingeführt. Mit langen Schlangen an den Grenzübergängen, voneinander getrennten Familien und Freunden, individuellen Schicksalen zeigten sich deren Auswirkungen drastisch. Gleichzeitig wurde so weithin sichtbar, wie verflochten Grenzregionen bereits sind und einen ‚Hotspot‘ europäischer Integration bilden. Ein markantes Beispiel hierfür stellt die sog. Großregion mit ihrem ‚Kern‘ SaarLorLux dar. Basierend auf einer Analyse von Interviews, Essays und Pressemitteilungen politischer Akteure aus Deutschland, Frankreich und Luxemburg von nationaler bis lokaler Ebene beleuchtet der Beitrag deren Bewertungen der ‚Grenzkrise‘ mit ihren Folgen. Es zeigt sich, wie stark SaarLorLux als Verflechtungsraum wahrgenommen wird, weswegen die Grenzsicherungen als Schock erlebt wurden – und dies in der Rückschau aus politischer Sicht durchgehend vom Nationalen bis Lokalen. Neben negativen Aspekten werden positive Effekte herausgearbeitet, verbunden mit einem Fokus auf die grenzüberschreitende Kooperation und deren Entwicklungsperspektiven für eine künftig bessere ‚Krisenfestigkeit‘.“

Abstract: „La gestion politico-juridique de la pandémie de Covid-19 et de ses conséquences suscite de nombreuses questions, notamment dans le domaine du droit public. Les mesures adoptées respectent-elles la répartition des compétences entre autorité fédérale, communautés et régions? Le recours massif aux pouvoirs spéciaux et aux pouvoirs de police est-il compatible avec les principes consacrés par la Constitution et le droit international? Les restrictions considérables apportées aux droits fondamentaux pour limiter la propagation de la pandémie sont-elles excessives? Quel est le rôle des experts dans la prise des décisions? Ces questions, parmi d’autres, sont abordées dans le présent ouvrage au travers de 26 contributions thématiques réparties en trois parties. La première porte sur l’organisation des pouvoirs telle qu’elle a été bousculée par la crise. La deuxième concerne les instruments et les ressources de l’action publique et les adaptations que celle-ci a dû subir du fait de la pandémie. La troisième se focalise sur les droits fondamentaux. Près de soixante chercheurs issus de la plupart des universités belges ont contribué à l’ouvrage. Celui-ci s’adresse tant aux universitaires qui y trouveront des développements scientifiques riches et variés sur le sujet étudié, qu’à tous ceux – décideurs politiques ou membres du grand public – qui cherchent à comprendre les ressorts juridiques de la réponse de la Belgique à la pandémie de Covid-19 et les enjeux que cette réponse soulève sous l’angle du droit public.“

Abstract: „In this article, the author reflects on the impact of COVID-19 on policing, the relations among police officers and the interactions between police and citizens based on systematic social observations in small to semi-sized local police forces during the pandemic. The article discusses the nature of police work during the crisis and new types of interventions that police officers are confronted with (e.g. curfew controls). Additionally, the impact of the pandemic on the internal and external relations is discussed. Internally, the COVID-19 measures may have an impact on police officers’ possibilities for personal, social interactions among colleagues, which may potentially challenge the solidarity within the police force. Externally, tensions may arise in relations with citizens, partly because of unclear regulations or variable interpretations of those regulations. Those unclear regulations, but also uncertainties concerning one’s own competences and questions regarding the police’s role in enforcing the pandemic regulations, put pressure on the police’s (self-)legitimacy.“

Abstract: „Ce cahier est le résultat d’une étude menée sur plusieurs années au sein du réseau de la STIB (Société des transports intercommunaux de Bruxelles). Divisé en deux parties, le Cahier présente les résultats de l’étude ainsi que les enseignements qui ressortent de ce Diagnostic de Sûreté. Dans la seconde partie, les auteurs s’attachent à dépeindre l’impact de la crise Covid-19 sur le niveau de sûreté au sein du réseau de la STIB. Une attention particulière est apportée sur l’influence de la baisse de fréquentation.“

Abstract: „In this contribution, the authors examine the spatiotemporal distribution of residential burglaries in a Belgian police zone based on monthly residential burglaries before and during the COVID-19 crisis and assess the performance of a predictive crime model during this period. In general, compared to 2019, there were fewer home burglaries in 2020 during the COVID-19 crisis. Except for a few changes, the spatial distribution of residential burglaries in 2020 is largely similar to that of residential burglaries in 2019. The authors observe that the predictive crime model performs significantly worse at the start of the pandemic and when severe measures are taken, but that the model’s performance then rises again after a few months as the algorithm becomes more proficient in adjusting itself to big societal changes.“

Abstract: „Theories on issue competition assume that there is only a limited number of issues that a person prioritises simultaneously. In this research note, we test this mechanism by using a panel study that was conducted among Belgian parents in 2019 and 2020. Between the two observations of the study, the country suffered a severe health crisis due to the COVID-19 pandemic. We investigate whether this crisis reduced the priority of environmental issues among respondents. Our results show that there was indeed a significant decline of some indicators for environmental concern, but not for others. Furthermore, we show that a higher priority for the health-related and economic consequences of the COVID-19 pandemic was associated with a steeper decline in environmental concern.“
