Cet ouvrage explore le devenir des métropoles à l’aune des enjeux sociaux et environnementaux d’aujourd’hui en mobilisant plusieurs disciplines – architecture, urbanisme, paysage, géographie et agronomie – et en associant chercheurs, professionnels et étudiants. La situation franco-luxembourgeoise est prise comme contexte métropolitain exacerbé par l’effet frontière : dans une première partie est détaillée cette situation particulière, amplifiée par les différences de gouvernance, de fiscalité, de prix du foncier, qui induisent des pratiques singulières. La deuxième partie expose les hypothèses formulées par les étudiants du master 2 « Architecture, ville et territoire » de l’École nationale supérieure d’architecture de Nancy autour d’un projet territorial, urbain, architectural et paysager. À travers des projections à l’horizon 2050, il s’agit de proposer des alternatives à l’étalement urbain actuel qui prend la forme du lotissement pavillonnaire. La troisième partie présente une synthèse de trois expérimentations situées. Enfin, la quatrième partie de l’ouvrage dessine les contours d’une approche agri-urbanistique en interrogeant la place symbolique et fonctionnelle de l’agriculture qui organise le paysage.

This case study report presents the business model for the cross-border rail service between Lille (France) and Tournai (Belgium). This report is part of a series of 31 case studies developed in the framework of the study ‘Providing public transport in cross-border regions – Mapping of existing services and legal obstacles’. Spatial Foresight in cooperation with TCP international, TRT trasporti e territorio and EureConsult completed this study for the European Commission’s DG REGIO. The case studies highlight a variety of business models for cross-border public transport services. This includes governance arrangements and operational provisions to develop the service and address demand in border regions. These aspects will be introduced in section 2, as well as the territorial scope of the service. Section 3 presents key obstacles related to the business model as well as solutions. Section 4 is about lessons learnt from this case. This case study illustrates how the EGTC Eurometropolis Lille-Kortrijk-Tournai contributes, as a cross-border entity, to improving services for the rail connection Lille – Tournai, and encouraging key stakeholders to consider their role to offering services for the cross-border region. The Lille – Tournai connection is part of a network of cross-border public transport services contributing to further integration of the region across national, regional and language borders. The Eurometropolis facilitates governance processes and aims to develop an ecosystem of sustainable transport in which public transport plays an important role. In doing so, the Eurometropolis often has to initiate and adopt practical solutions. This case study is based on desk research including sources from French and Belgian sides of the border as well as studies covering the cross-border region. One interview was conducted with a representative from the Eurometropolis Lille-Kortrijk-Tournai, responsible for the working group “mobility, employment and local services”. The interviewee provided insights on the rail connection and its function in the cross-border region and its public transport connection from a cross-border point of view.

L’analyse s’appuie sur des recherches ancrées dans le bassin de Longwy sur plus de 40 ans dans trois secteurs du travail frontalier: la sidérurgie, la banque et le travail social.“

Abstract: „The year 2020 challenged and put into question seeming certainties. The nation states responded to the spread of the coronavirus with varying restrictions of freedom(s), as well as temporary reintroduction of border controls or closures. 35 years after the signing of the Schengen Agreement, the issue of internal border controls within the EU resurfaced – with varying effects on border regions. Buildung upon a constructivistic perspective and based on a qualitative content analysis of newspaper articles of the Saarbrücker Zeitung in spring 2020, the Working Paper traces central discussion processes with a spatial focus on the cross-border area of the Greater Region. Our findings show that reports on securing border crossings outweigh those about reopening borders, underlining the effect of border closings as a sudden rupture with major effects on the lives of border residents, especially cross-border commuters. The actors demand a significant expansion and intensification of cross-border communication and cooperation in response to these experiences.“

Abstract: „This paper analyses everyday practices carried out by the residents of the Saarland, Lorraine, Luxembourg, Rhineland-Palatinate and Wallonia in the neighbouring regions abroad. The key assumption is the consideration that the inhabitants of the Greater Region SaarLorLux define the transborder reality of life of this region through their cross-border performance of everyday practices. Such a socio-constructivist perspective is not interested in what the Greater Region SaarLorLux actually is, but in what ways it is constituted or how it manifests itself in the daily lives of its inhabitants. Therefor the most common cross-border everyday practices, such as shopping for everyday needs, leisure-time shopping, outdoor recreation/tourism, cultural events, as well as visiting friends and family are looked at in greater detail. These observations are based on selected findings from three recent empirical studies of the study region, which have been linked to each other as well as socio-culturally and socioeconomically mapped in order to carve out the spatial organization, the motives and other contextual factors of cross-border everyday practices in the Greater Region SaarLorLux. This approach allows reconstructing mobility flows and spatial emphases in the context of everyday practices and gives insights into the nature of cross-border living realities in the Greater Region SaarLorLux.“

Abstract: „In the context of European integration, the relative opening of state borders offers new opportunities for border cities and regions no longer necessarily confined to the boundaries of national territories. The development of cross-border relations at the local and regional levels brings to the fore the emergence of cross-border metropolitan regions as privileged sites of territorial restructuring. Drawing on the results of the METROLUX research project, this book examines the establishment of a cross-border metropolitan region in Luxembourg and its surrounding area. In the first section, the primary focus is on the economic and symbolic attributes that characterize the process of metropolisation and their potential advantages and limits. The second part of the volume investigates the cross-border interdependencies at work, principally in terms of home-work mobility. Finally, the third part analyses the governance initiatives undertaken and the power issues at stake in the political construction of a cross-border metropolitan region. Primarily derived from research by geographers, this work combines conceptual reflection with empirical analysis and is a new contribution to the understanding of an atypical area of scholarship emerging from the geographic margins and the academic backstage.“
