Abstract: „Made of a building surrounded by two concentric walls, the fortified complex of Jublains in Mayenne has long been interpreted as a granary of the annone. The excavations carried out by R. Rebuffat on the site have allowed to identify the various stages of its construction and alterations. They notably allowed to date its outer wall to the years 290 AD. The sounding we carried out in April 2001 did not yield any key as to providing a date for the Central Building, which still wavers between the first third and the end of the IIIrd century. In spite of the singularity of its plan in H, which has no archaeological documented parallel, the fortified granary of Jublains was not only a local collection centre, but it must have been part of a larger scope. On may think indeed that it was aimed at playing a part in the defensive organization of the coasts of northern Gaul against the piracy of the Chauques and Saxons who launch their first raids as early as the end of the IInd century and resume them in the last quarter of the IIIrd with a particular intensity. If we accept the later chronological assumption, Carausius might possibly have contributed to the defensive reinforcement of the Central Building. The importance given to the transport of food supplies within the defensive organization set up in the same period on the British coasts, is a strong invitation for us to integrate the fortified granary of Jublains in the system of border protection of Northern Gaul, just like the Brittenburg granary, built in the Rhine mouth at the beginning of the IIIrd century and surrounded also with two concentric walls.“

Aus der Verlagsangabe: „On aurait pu croire que janvier 1993, inaugurant le Marché unique, allait gommer les frontières de nos mémoires. Pas une semaine ne passe sans que la réalité ne montre le contraire. Ceux qu'on appelle depuis longtemps les „frontaliers“ n'ont pas disparu non plus. Ni leurs problèmes, ni leurs mentalités. L'organisation intelligente et le contrôle efficace des frontières par les douanes naissent dans la seconde moitié du XVIIIe siècle, sous le gouvernement autrichien. C'est un fait bien connu. L'originalité de la démarche développée ici est d'avoir cherché à palper le quotidien de cette population étrange et pittoresque qu'est le personnel douanier au XVIIIe siècle, confronté à un ennemi permanent et quasiment insaisissable, la fraude sur la frontière courant de Luxembourg à Courtrai, et à partir des procès-verbaux dressés par les „gabelous“, patiemment mis au jour par les chercheurs. Qui sont ces douaniers ? Comment est localement appliquée la politique gouvernementale ? Fraude et commerce connaissent-ils un développement plus ou moins vigoureux selon les lieux ? Synthèse de plusieurs recherches, ce livre a l'ambition de s'adresser aussi bien à un large public qu'à l'historien du XVIIIe siècle.“

Abstract: „If power rests in the Higher Middle Ages first on the control of riches and men, this does not exclude a perception of space. This paper raises the question of the policies led, so as to control and master the territories and the borders, by the Merlovingian queens who held a large share of the authority in the VIth–VIIth centuries (Clotilde, Brunehilde, Frédégonde, Nanthilde, Bathilde). It reveals their intervention in certain successions, privileging sharing or unity, according to the context, the way they manage to spread all over the kingdom bases of operation and relay for the royal authority, and their concern for borders with the strategies they resort to, which do not make them differ really from their male counterparts.“

Abstract: „The notion of border in the Merlovingian period at the confines of Neustria and northern Austrasia is, in this paper, the object of a strictly archaeological approach. It shows that archaeology often relies on natural geographical, ecclesiastical or cultural limits that undoubtedly define territories, but whose meaning and political fluctuations are but very partially reflected by material sources. The natural environment, the identification of efficient cultural criteria, the occupation of the land, the social and economic interpretation linked with the status of the rural and urban communities don’t allow yet to analyse their relations with real regional territorial entities. In this respect, we believe we can assert that the archaeological analysis of our regions is still carried out on territories with « limits without borders ».“

Abstract: „The intermunicipal, cross-border co-operation in the European border regions has experienced a dynamic thrust of development in the last few years. This was facilitated by the changes in the political, legal and financial framework conditions, to which the community initiative INTERREG provided a considerable contribution. An additional factor in the Saar-Lor-Lux region is that subunits form in the actual border regions within the generously measured, regional work areas of the interregional co-operation, characterised by a fairy homogenous regional structure. Using three case examples, it is demonstrated that cross-border organisation structures have developed within these small regions on a municipal level. These are being institutionalised more and more. Using the regional development model of the network of cities, which is being discussed with regards to its cross-border applicability, we can in this context speak of local co-operation networks. In the case of the Agglomération Transfrontalière du Pôle Européen de Développement (PED) in the Belgian-French-Luxembourg state triangle, the participating local authority districts and government authorities have joined together to form an association and maintain a joint Observatoire de l'Urbanisme, responsible among other things since 1996 for the registration and processing of regional data as well as for the development of land use concepts. The M eeting of Mayors and/or the Ronde des Trois Frontières, responsible for the development of tourism in the German-French-Luxembourg Moselle Valley, are considerably less formal network structures. The co-operation between the border local authority districts was institutionalised in the Saar-Rosselle region in the form of the Intermunicipal Association for Work. The latter maintains a co-operation office with the Saarbrücken city association, principally responsible for co-ordination tasks with regards to current and developing, cross-border projects. Despite the depicted structural and legal impediments, an increased institutionalisation of the co-operations can be observed; this goes hand in hand with a topical diversification, which deincreasingly covers subject areas which have been avoided up until now because of the potential conflicts found therein, as demonstrated by the example of the joint commercial area development in the case of the Agglomération du PED. These observed case examples deal with increasingly integrated core regions within a border region which can provide important impulses for the interregional and also international dialogue. At the same time, practical measures were implemented on this level, which are perceived by the local population in day to day life and therefore have greater identity-forming effects. In this context, these measures can provide an essential or even exemplary contribution to overcoming the interior borders of the EU. These approaches can be understood as being a basis for integration "from the bottom up" which make a greater sustainability and acceptance in the various sectors of day to day living more probable, unlike the top-down forces which dominate the realisation of the European common market or the currency union.“
