Abstract: „La pandémie de Covid-19 a mis à rude épreuve les multiples formes d’échanges transfrontaliers au sein de ce que l’on appelle la Grande Région. En effet, les restrictions frontalières mises en place pour limiter les impacts de la pandémie s’opposaient à ce qui, ici, était depuis longtemps devenu la normalité politique, économique et sociale. En s’appuyant sur des hypothèses théoriques et conceptuelles issues des border studies, l’article présente les effets de la pandémie sur la région frontalière franco-germano-belgo-luxembourgeoise et ses habitant·e·s. Les processus de rebordering enclenchés au printemps 2020 ont fortement perturbé les pratiques professionnelles, économiques et quotidiennes transfrontalières. En tant qu’espace d’interdépendance, de zone de contact et de transition, le borderland, avec ses fortes interactions et interdépendances transfrontalières, s’était entre-temps transformé en zone de conflit. Les nouveaux processus de debordering, initiés aussi bien de manière formelle par les responsables politiques que (et avant tout) de manière informelle par les citoyen·ne·s, suggèrent cependant que la crise peut également être considérée comme une chance car elle a permis de sensibiliser à l’égard des régions frontalières. Après les premiers enseignements tirés par les décideur·e·s à l’issue de l’expérience bouleversante de la première vague de la pandémie, il convient d’explorer à l’avenir dans quelle mesure ces enseignements peuvent être valorisés à long terme et comment la coopération transfrontalière peut être rendue plus résistante aux crises.“

Abstract: „Widespread cross-border activities and relations have moved European integration step by step from what was once the European periphery towards the centre. This Working Paper spotlights the SaarLorLux region and describes cross-border cooperation at grass-roots level, as realized in specific activities in 2024. Relevant data is derived from quantitative surveys at the communal (urban and rural district) level in Saarland, the département Moselle, and the Grand Duchy of Luxembourg, complemented by in-depth interviews with representatives of these bodies. The results show that decision makers at this level associate Europe closely with open borders, the common currency, and solidarity, and hence widely agree with the thesis that border regions are – despite all obstacles – laboratories of European integration. The sense of a joint borderland and of connection with Europe is correspondingly high, especially in districts directly on the border. The advantages of the border situation are real and present to those who live here, but the Covid pandemic has nevertheless left traces that have not yet been entirely erased. In this light, future cross-border cooperation calls for further positive input at the local level to fill the concept of Europe with life.“

Abstract: „The year 2020 challenged and put into question seeming certainties. The nation states responded to the spread of the coronavirus with varying restrictions of freedom(s), as well as temporary reintroduction of border controls or closures. 35 years after the signing of the Schengen Agreement, the issue of internal border controls within the EU resurfaced – with varying effects on border regions. Buildung upon a constructivistic perspective and based on a qualitative content analysis of newspaper articles of the Saarbrücker Zeitung in spring 2020, the Working Paper traces central discussion processes with a spatial focus on the cross-border area of the Greater Region. Our findings show that reports on securing border crossings outweigh those about reopening borders, underlining the effect of border closings as a sudden rupture with major effects on the lives of border residents, especially cross-border commuters. The actors demand a significant expansion and intensification of cross-border communication and cooperation in response to these experiences.“

Abstract: „Cette contribution propose un regard comparatif sur la communication relative à la pandémie publiée par différentes institutions de la Grande Région. Sont analysés à titre d’exemple des extraits de communiqués du Sommet de la Grande Région, des documents de presse ainsi que les sites web de trois universités sélectionnées. Les analyses révèlent des aspects spécifiques concernant l’approche et la construction discursive de l’espace de vie de la Grande Région, selon le groupe d’acteur·rice·s, la fonction et la date de publication des documents au cours de la pandémie.“

Abstract: „Studies on the connection between migration and urbanity are usually concerned with conditions and developments in cities. The presence of ‘urbanity’ in rural space is the topic of the present contribution. It will be discussed using the example of residential migration in the Greater Region SaarLorLux. The massive influx of residential migrants from Luxembourg into the border regions of the neighbouring countries is a relatively recent phenomenon, the main cause of which lies in the developments in the real-estate market in the Grand Duchy of Luxembourg. This phenomenon is of special interest for the topic of migration in rural areas in two regards: because of the important demographic changes produced by the residential migrants in individual border villages and because of the complex composition of the group of residential migrants, which is extremely differentiated regarding the dimension rural—urban. Central to the article is the question, whether urban attitudes and practices become visible in German border villages, and, if so, how the migratory movement from Luxembourg influences this ‘rural urbanity’. Furthermore, taking the everyday practices of the residential migrants as starting point, it asks in how far the dichotomy urbanity—rurality presents a conceptual approach for the examination of individual and structural integration processes.“
